2021年10月13日至14日，为落实《2021年中国-中东欧国家合作北京活动计划》，第二届中国-中东欧国家图书馆联盟馆长论坛以线上形式举行。文化和旅游部副部长张旭、中国驻北马其顿大使张佐、北马其顿文化部部长斯特福斯卡、国际图书馆协会联合会主席莉森等在开幕式上发表致辞，杭州图书馆、匈牙利塞切尼国家图书馆、斯洛伐克国家图书馆等69家中外图书馆出席论坛。

张旭在致辞中回顾了中国-中东欧国家合作机制建立以来，中国与中东欧国家在文化领域交流与合作中取得的丰硕成果。张旭表示，自2018年中国-中东欧国家图书馆联盟成立并举办首届馆长论坛以来，联盟各成员馆在数据共享、文献互换、人员培训等领域开展了多项务实合作，增进了彼此间的了解与友谊，推动中国与中东欧国家在图书馆领域的交流与合作迈上了新的台阶。希望中国-中东欧国家图书馆联盟未来进一步深化合作，共谋发展，让人类创造的各种文明交相辉映，持续为中国-中东欧国家合作机制注入新的生机与活力。

In his speech, Zhang Xu reviewed the fruitful achievements in cultural exchanges and cooperation between China and central and Eastern European countries since the establishment of the China CEE cooperation mechanism. Zhang Xu said that since the establishment of China CEE Library Alliance in 2018 and the holding of the first curator forum, the member libraries of the alliance have carried out a number of practical cooperation in the fields of data sharing, document exchange and personnel training, enhanced mutual understanding and friendship, and promoted the exchange and cooperation between China and CEE countries in the field of libraries to a new level. It is hoped that the library alliance between China and central and Eastern European countries will further deepen cooperation and seek common development in the future, so that various civilizations created by mankind can complement each other, and continue to inject new vitality and vitality into the cooperation mechanism between China and central and Eastern European countries.

会议期间，来自中国及中东欧国家的图书馆馆长、专家围绕“后疫情时代图书馆的整合，下一步是什么”“公共图书馆的发展，智慧图书馆的建设”“传统与创新、图书馆与数字融合下的图书馆发展模式”“后疫情时期与阅读推广、知识、全球化和发展”等议题展开深入的学术交流，共谋促进中国-中东欧国家图书馆联盟长效发展的对策。

During the meeting, library directors and experts from China and central and Eastern European countries focused on "what is the next step in the integration of Libraries in the post epidemic era", "the development of public libraries and the construction of smart libraries", "the development model of Libraries under the integration of tradition and innovation, libraries and digital", "the post epidemic period and reading promotion, knowledge, globalization and development" And other topics to carry out in-depth academic exchanges and seek countermeasures to promote the long-term development of China CEE National Library Alliance.

会上正式发布了《中国-中东欧国家图书馆联盟2022-2023行动计划》，联盟成员馆在未来的两年时间中，将继续在资源共享、人员互访、多元文化交流、宣传推广等方面深入合作，共同推进文化合作项目，共绘联盟美好蓝图。

The 2022-2023 action plan of China Central and Eastern European National Library Alliance was officially released at the meeting. In the next two years, the member libraries of the alliance will continue to cooperate deeply in resource sharing, personnel exchange, multicultural exchange, publicity and promotion, jointly promote cultural cooperation projects and draw a beautiful blueprint of the Alliance.
