2021年7月21日，“融通中外·文明互鉴——香港发展中外文化艺术交流中心”高峰论坛在香港会展中心成功举办。香港特区政府行政长官林郑月娥、文化和旅游部副部长张旭、中央政府驻港联络办副主任卢新宁以及中国文化艺术界联合会香港会员总会马逢国等出席论坛并做主旨演讲。国家艺术基金管理中心、香港特区政府民政事务局、商务及经济发展局、艺术发展局、香港演艺学院等政府及机构代表，中国文化艺术界联合会香港会员总会、主要文化社团和文化界代表约600余人参加。

On July 21, 2021, the summit forum of "integrating Chinese and foreign cultures and learning from each other - Hong Kong Development of Sino foreign cultural and art exchange center" was successfully held in Hong Kong Convention and Exhibition Center. The chief executive of the Hong Kong SAR government, Mrs Carrie Lam, the Vice Minister of culture and tourism, Mr Zhang Xu, the deputy director of the Liaison Office of the central government in Hong Kong, Mr Lu Xinning, and the Hong Kong Federation of members of the Chinese Federation of cultural and arts circles, Mr Ma Fengguo, attended the forum and delivered keynote speeches. More than 600 representatives from the National Arts Fund Management Center, the Home Affairs Bureau of the HKSAR government, the commerce and Economic Development Council, the Art Development Council, the Hong Kong Academy for performing arts and other governments and institutions, as well as the Hong Kong Federation of members of the China Federation of cultural and arts circles, major cultural associations and cultural circles attended.

此次论坛由中国文化艺术界联合会香港会员总会主办，香港特区政府民政事务局、中央政府驻港联络办宣文部为特邀主办单位，旨在落实国家“十四五”规划提出的支持“香港发展中外文化艺术交流中心”的新定位，探讨香港在新形势下发挥自身优势，促进中外文化艺术交流发展。

The forum is hosted by the Hong Kong Federation of members of the Chinese Federation of cultural and art circles, and specially invited by the Home Affairs Bureau of the Hong Kong SAR government and the publicity and Culture Department of the Liaison Office of the central government in Hong Kong. The purpose of the forum is to implement the new positioning of "supporting Hong Kong to develop a Sino foreign cultural and art exchange center" proposed in the national "fourteenth five year" plan, and to explore the advantages of Hong Kong in the new situation, Promote the development of cultural and artistic exchanges between China and foreign countries.

林郑月娥行政长官表示，香港中外文化荟萃、国际联系广泛，有能力汇聚海内外和本地人才，成为提升中华文化国际影响力的平台。特区政府将与各界共同努力，把握国家“十四五”规划政策支持，发挥香港“一国两制”独特优势，推动香港建立世界级的文化设施和多元文化空间，加强与海外著名文化机构建立紧密关系，持续推动香港与内地的文化交流，善用科技和培养人才，努力打造香港成为独特魅力的中外文化艺术交流中心。

The chief executive, Mrs Carrie Lam, said that Hong Kong has a rich collection of Chinese and foreign cultures and extensive international contacts. It has the ability to bring together domestic, foreign and local talents and become a platform to enhance the international influence of Chinese culture. The SAR government will work with all sectors of society to grasp the policy support of the national 14th five year plan, give full play to Hong Kong's unique advantages of "one country, two systems", promote the establishment of world-class cultural facilities and multicultural space in Hong Kong, strengthen the establishment of close relations with famous overseas cultural institutions, continue to promote cultural exchanges between Hong Kong and the mainland, make good use of science and technology and cultivate talents, Strive to build Hong Kong into a unique cultural and art exchange center between China and foreign countries.

张旭副部长在讲话中指出，国家“十四五”规划首次提出“支持香港发展中外文化艺术交流中心”，是对当前香港迫切发展需求的积极回应，希望香港致力于发展中外人文思想交流中心，建设中外文化创意产业交流枢纽，打造中外文化人才高地。他表示，文化和旅游部大力支持香港文化艺术发展，相关支持举措已经出台或正在抓紧研究推进，希望香港文化艺术界抓住机遇，不断巩固提升竞争优势，克服挑战取得新的辉煌。

Vice Minister Zhang Xu pointed out in his speech that "supporting Hong Kong to develop a Sino foreign cultural and art exchange center" in the 14th five year plan for the first time is a positive response to the current urgent development needs of Hong Kong. He hoped that Hong Kong would devote itself to developing a Sino foreign cultural and ideological exchange center, building a Sino foreign cultural and creative industry exchange hub, and creating a highland of Chinese and foreign cultural talents. He said that the Ministry of culture and tourism strongly supports the development of Hong Kong's culture and art, and relevant supporting measures have been introduced or are being studied and promoted. He hoped that Hong Kong's culture and art circles would seize the opportunity, constantly consolidate and enhance their competitive advantages, overcome challenges and achieve new glory.

卢新宁副主任表示,香港打造中外文化艺术交流中心，要苦练“内功”，拥有与国际文化艺术的“对话能力”；要筑牢“文化根基”，提升“文化魅力”，实现中华文化的创造性转化和创新性发展；要激发文化活力，积极培育科创、文化等新优势，打造新的增长点、形成新的增长极。马逢国表示，近日国家艺术基金公布对港澳全面开放政策，为香港文化艺术界带来了新的发展机遇。他将带领中国文化艺术界联合会香港会员总会，积极参与建设中外文化艺术交流中心，向世界展现香港精神，讲好中国故事。

Lu Ning, deputy director of the Hong Kong Arts Exchange Center, said that he wanted to "cultivate the internal skills of Chinese and foreign arts and build an international dialogue with Hong Kong"; We should strengthen the "cultural foundation", enhance the "cultural charm", and realize the creative transformation and innovative development of Chinese culture; We should stimulate cultural vitality, actively cultivate new advantages in science and technology innovation and culture, create new growth points and form new growth poles. Ma Fengguo said that the recent announcement of the National Art Fund's comprehensive opening-up policy to Hong Kong and Macao has brought new development opportunities to Hong Kong's cultural and art circles. He will lead the Hong Kong Federation of members of the China Federation of cultural and art circles to actively participate in the construction of a Sino foreign cultural and art exchange center, show the Hong Kong Spirit to the world and tell Chinese stories.

在港期间，张旭副部长还与香港文化、旅游界人士进行了座谈，介绍了支持香港文化和旅游复苏发展有关政策情况，听取香港业界意见。

During his stay in Hong Kong, vice minister Zhang Xu also had a discussion with Hong Kong's cultural and tourism circles, introduced relevant policies to support the recovery and development of Hong Kong's culture and tourism, and listened to the opinions of the Hong Kong industry.
