摘要：联合国健艺美（UNB）文化产业总会世界文联行政院于2月17日召开2022年第二次代表会议，在联合国UNB文化产业总会亚洲秘书处总部举行。行政院副主席乐群（李治群）先生为本次会议的执行主席兼主持人，主要针对微信群人事管理制度进行完善。会上，创会主席罗华党先生对会议精神作出重要指示，对新一年里各部门、协会的工作计划作出高屋建瓴的指导方针，并全力支持行政院对违反群规的各种乱象进行整顿。

Abstract: on February 17, the executive yuan of the World Federation of literary and art circles of the United Nations Cultural Industry Federation (UNB) held the second representative meeting in 2022, which was held at the headquarters of the Asian Secretariat of the United Nations UNB Cultural Industry Federation. Mr. Le Qun (Li Zhiqun), vice chairman of the Executive Yuan, is the executive chairman and moderator of this meeting, mainly aiming at improving the personnel management system of wechat group. At the meeting, Mr. Luo huadang, chairman of the founding Committee, gave important instructions on the spirit of the meeting, made strategic guidelines for the work plans of various departments and associations in the new year, and fully supported the Executive Yuan in rectifying all kinds of chaos in violation of group rules.

时值初春，樱花将灿,冬尽风暖。联合国健艺美（UNB）文化产业总会世界文联行政院于2月17日召开第二次代表会议，在联合国UNB文化产业总会亚洲秘书处总部举行，相信在新的一年里将进一步减缓疫情造成的文艺市场冲击。会上，创会主席乐华（罗华党）先生对会议精神作出重要指示，并授权行政院副主席乐群（李治群）先生担任大会的执行主席，全力支持行政院对违反群规的各种乱象进行整顿。

On February 17, the executive yuan of the World Federation of literary and art circles of the United Nations Federation of cultural industries (UNB) held its second representative meeting at the headquarters of the Asian Secretariat of the United Nations Federation of cultural industries. 行政院2022年年度计划

Annual plan of the Executive Yuan for 2022

1）严格要求各协会最迟在2022年2月底（约2周时间）完成工作计划书，由行政院监督执行，并完成计划书的收集、整理工作。

1) All associations are strictly required to complete the work plan by the end of February 2022 (about 2 weeks), which will be supervised and implemented by the Executive Yuan, and complete the collection and sorting of the plan.

2）每周一次的联席会照常进行，按照传统模式进行，我会把议程写好；再过凣周，联席会的组织、召开工作由行政院接管。

2) The weekly joint meeting will be held as usual, according to the traditional mode, and I will write the agenda well; Another week later, the Executive Yuan will take over the organization and convening of the joint meeting.

3）整个2022年，联合国健艺美（UNB）文化产业总会行政院要首先落实的五项工作，我简单提一下；

①制作部 （制作各种邀请函、会员证、授权书、委任书）

① Production department (making all kinds of invitations, membership cards, power of attorney and power of attorney)

②会员部 （团体／个人／会员档案 一二三届分类）

② Membership Department (classification of group / individual / member files for the first, second and third sessions)

③经纪部 （团队个人，会员名星 经纪人）

③ Brokerage department (team individual, member star broker)

④网络部 （三个官网和分会网的新闻发布、网站宣传、日常维护）

④ Network department (press release, website publicity and daily maintenance of three official websites and branch websites)

⑤外联部 （29分会联络 一切外事活动合作等）

⑤ External liaison department (29 branch liaison, cooperation in all foreign affairs activities, etc.)

先落实以上五个部门的整顿工作，其他部门后续跟进。

针对微信群的规范化管理方面，行政院副主席李治群（乐群）先生着重强调以下几点；

For the standardized management of wechat group, Mr. Li Zhiqun (Lequn), vice chairman of the Executive Yuan, stressed the following points;

①要求每次会议的参会人员提前十分钟签到，三次没签到则视为自动退群，取消发言权。

① The participants of each meeting are required to sign in ten minutes in advance. If they fail to sign in three times, they will be deemed to automatically withdraw from the group and cancel their right to speak.

②每次会议初步安排五人进行发言，主要介绍各协会发展情况。

② At each meeting, five people are initially arranged to make speeches, mainly introducing the development of each association.

③禁止在工作群里乱发广告，乱发私人纠纷等与本协会文艺事业无关的东西，为此，建议组建自由交流群，有表达需求的成员可到自由交流群畅所欲言。

③ It is forbidden to send advertisements, private disputes and other things irrelevant to the literary and artistic cause of the association in the working group. Therefore, it is suggested to establish a free exchange group, and members with expression needs can speak freely in the free exchange group.

④严格坚守缴费会费成员方可入群的底线，杜绝胡乱邀人进入工作群。

④ Strictly adhere to the bottom line that only members who pay dues can join the group, and put an end to indiscriminate invitation to enter the working group.
