联合国健艺美（UNB）文化产业总会主席团第二十五次扩大会议召开

摘要：世界文联第三届主席团于3月7日召开第二十五次扩大会议，以网络会议的方式举行。行政院副主席乐群（李治群）先生为本月扩大会议的执行主席，联合国健艺美文化产业总会行政院办公室副主任乐诗（唐诗）女士和联合国健艺美文化产业总会行政院外联部主任乐尔（昆娜）女士为本次扩大会主持人；两位女士主持风格优雅大方，温暖阳光，最重要的是要很有气场。会上，创会主席罗华党先生发表重要讲话，主要介绍组织各单位的行政机构及重要职员。

会议全文：

世界文联第三届主席团于3月6日召开第二十五次扩大会议，以网络会议的方式举行。会上，创会主席乐华（罗华党）先生对上周工作进行总结，并授权行政院副主席乐群（李治群）先生、世界文联亚洲经济协会主席乐鹏（杨亚鹏）先生、联合国华人艺术家总会副主席兼马来西亚主席乐元（王元沁）女士、亚洲书画家协会常务副主席乐悦（张普悦）先生、亚洲影视文化协会常务副主席乐奇（宋金奇）先生、亚洲书画家协会副主席乐生（陈乐生）先生、亚洲影视文化协会副主席乐庭（柳亚庭）先生、中国红色文化协会副主席乐明（秦志明）先生、北京歌舞总团长乐艺（刘文艺）先生为扩大会的轮值主席，轮流主持大会。

本次大会的主持人是联合国健艺美文化产业总会行政院办公室副主任乐诗（唐诗）女士和联合国健艺美文化产业总会行政院外联部主任乐尔（昆娜）女士，本月扩大会议的执行主席是行政院副主席乐群（李治群）先生。根据签到表详细统计，共有32人出席会议。

晚上8点整，由主持人——联合国健艺美UNB文化产业总会行政院办公室副主任乐诗（唐诗）女士宣布会议开始，并引导29个协会领导分别发言，介绍各自协会运营计划和短期目标，每个领导发言3分钟以内。

与会各部、委、协会的同志们，晚上好，我先将上周的组织工作简单汇报一下；

      2 0 2 2年联合国UNB文化产业总会 已进入新时代 ，为适应事业发展需要，联合国健艺美UNB文化产业总会直属世界健康产业经济联盟会、 世界文化艺术联合会和世界美丽产业联合会三大单位的行政机构进行重组。

       先从世界文联开始，完善行政机构组建工作。完成总部行政院丶世界文联机构组阁（1个月时间）各协会委员会、主席团提名候选名单，选拨 标准：

1、德艺双馨（负能量不能入选）

2、秉承自愿、担当、不埋怨、无私奉献的入会原则，自主申请入会。

3、讲团结，艺术处理问题，有组织能力和专业艺术水平，在业界有良好的声誉。

     当选后  ，各部要明确责、权、利划分工作，实现共展共赢。

尊敬的罗主席，谭秘书长，各位副主席，各位协会主席，各位精英艺术家们，大家晚上好！

在联合国UNB总部亲自卓有成效的指导部暑下，很好地完成了各部门各协会的人事组织结构的组建。各界领导及艺术家等畅所欲言，杰出的罗华党主席做了全面系统总结并对今后工作进行了重要指导建议，本次会议是在中国成功举办冬奥会之际，全国人民为首都北京成为世界唯一双奥城而倍感自豪，值此举国欢庆之际，世界艺联举办本次峰会论坛。在此基础上我们美术协会要同其它部门协会各位同仁一道合作共赢，创作更好艺术作品等进而提升人们的审美观丰富大家的艺术生活！

尊敬的罗主席，尊敬的各位协会的主席、副主席、秘书长，大家晚上好，在这里感谢罗主席，感谢行政院，感谢我们UNB总部联席会对我们亚洲直播协会的这个支持和肯定，我们一定不辜负大家的殷切期望，努力去工作，把各项计划和任务去做好，尤其是要把这次我们在上海这个汽车国际城。

昆娜女士第一次发言

各位领导:

     晚上好!

     借今天晚上联席会的时间，我代表总部行政院外联部，简单地谈一下近期总部对外联工作的规划和各协会外联部工作的总体计划。

     世艺联外联工作现阶段主要包括两个部分。一是组织内部各部委，协会之间的外部联系，二是组织与外部单位的外联工作。其中内部的外联工作重点在加强总部行政院和旗下20几个协会之间的的互动和合作，而这种工作是长期的、持续的，它需要世艺联各个部门的积极配合和协助。

     首先我们要尽快的让行政院各部委的领导人和协会的对接人尽快地熟悉起来，需要办公厅与行政工作的支持。，整个世艺联正式会员，执行人员，部委领导的名单、联系方式和各自的职位，按协会，职位，类别，整理出世艺联内部通讯联系表。有了这个联系表以后。才能更好更有针对性地开展外联工作。通讯表是外联工作的首要基础，有了联系方式和相应的部门归属，后面的工作开展起来才有针对性和效率。

     因为疫情的原因，线下的一些联系活动，包括各地洗协会之间的一些往来接待，还有公共关系的一些维护，各种外联的活动，都受到影响或限制，但是我们可以通过线上的活动，线上的很多灵活的形式，让大家聚在一起，可以打破时间空间的距离，更快的熟悉工作和今年的可以落地的计划。

     世艺联是为了艺术发展而建立的公益组织，它实际上是更多的是一种公益的自觉的，大家为了共同的目标和价值观聚在一起的一个组织。所以这种组织里面的外联工作，它又具有独特性，那就更需要我们灵活地处理和调动大家的积极性，让更多的人可以参与进来，为世艺联的大型活动和年度目标出谋划策，贡献。

作为总部外联部，目前需要各协会做到的是先制定出协会今年的外联计划和目标，比如可以落地的方案，需要总部配合支持的方案，报上来，总部外联部一定给予最大的支持。总部外联计划需要在各协会的外联计划上综合研判，再来制定总部外联计划。

总之，总部外联部是为大家服务，加强协会与总部凝聚力与创造力的部门。希望大家多多支持我的工作，协会有好的可以落地的方案，也欢迎各位领导私信我。在此，我就不占用太多时间，今晚我的发言到此，感谢大家的聆听!

大家好，我们的会议又出现等待中，耽误时间和影响会议效率，行政院领导将支持工作细化调整一下！我来把我们联合国UNB总体规划以及近期计划向大家汇报一下！谢谢大家！

今天晚上，我把联合国UNB2022年的这个整体规划给大家简单的描述一下。

最近，云迪行政院开了个碰头会，昨天晚上整个行政院领导也开了一个正式的2022年行政院第一次代表大会，会上，我把整个联合国联合国UNB2022年总体的发展，包括我们的目标，包括我们的敬畏，全面向大家介绍了一下，所以今晚嘛，为了不影响大家的时间，我就简明扼要的给大家。

首先第一个问题，也就是说是我们联合国 UNB2022年整个机构的重组，这个刚刚大家在群里看到了，我们罗主席发出的通知，也是说联合国UNB在2022年全面以三大机构进行实体逻辑啊，今年特别要强调的就是实体逻辑避免出现，我们避免我们出现的一和往常一些现象一样啊。

有的协会，有的组织，有的次机会，包括我们有的机构啊，没有作为啊，没有发展，对我们社会链来说，整体的发展需要经济，只有经济的提升才有发展，所以今年全面以经济为基础啊，罗主席，包括我们一些核心领导，最终决议，整个联合国UNB分为三大机构，第一世界美业联合会，第二世界文化联合会，第三世界健康联盟会。这三大机构在2022年全面进行改革、组建、完善，近期我们今年29个，下设29个机构，协会基本上完善，还有还差几个协会正在组织，所以希望大家抓紧时间，包括我们协会的领导，认真的筛选或者自我举荐。

第二个问题就是我们联合国UNB2022年的总体目标，目前暂定三年总体产值300个亿，三年三个体系，300个亿，也就是说我们的三大机构，每一个机构三年里各产值100个亿。第三个2022年，联合国UNB拥的整体改革，全面实施股权制，将我们最初设定的会员制改制为股权制，让所有的会员人人持股，所有的领导人人持股，所有的机构同样人人持股。为什么要改革？因为和罗主席沟通了几次，避免我们所有的组织机构无作为，或者出现空虚，无发展的无前途的一个机构。所以今年全部以经济逻辑，以机构推动经济，以经济推动我们联合国UNB整体发展。

第三，三大机构里边，联合国UNB旗下机构马上就组建完毕，在三月底全面整体整改完毕，世界健康联盟会，将在2022年全面落成19大运营体系，经济机构，所以给大家通报一下19大经济体系机构，全面以实业拾起为核心，以健康为主。

第四，联合国UNB整体由非营利组织机构转换为盈利组织机构，怎样来转换呢？近期也和罗主席进一步沟通，进一步协商，联合国UNB机构即将成立，我们整个体系内部。投资控股管理公司，该投资管理控股公司实质也就是我们整个旗下所有机构组织，谈起对外所有牵扯资金往来的。牵扯到资金往来协商，战略合作协议，包括一些协议的签署，将会由我们世界文联，由联合国UNB旗下投资控股有限公司主持管理，主持签约。

如果任何人带有游戏人生或者徒有虚名，在原有的思想上立即可以撤出，今年所有人必须干实事，不要拿着联合国UNB牌子做幌子当自己的能力，职务给你就发挥你的能力！否则，就是对UNB的屈辱！

希望联合国UNB所有成员齐心协力，携手并进，将联合国UNB打造成为真正的世界级文化体系。好，谢谢大家。

乐鹏主席说得好，一个协会和组织必须有固定的规矩和模式，我们看着这个协会似乎很庞大，实际上很多都是徒有虚名，没有认真去履行自己的责任！我们不需要太多的头衔，需要实实在在为世联增加含金量，做好自己协会的本职工作！世界文联怎么去发展，怎么发展才能壮大才是我们下一步思考的问题！我们不能单纯一味的去强调世界文联这个组织怎么高大上，而是我们怎么让联合国健艺美和世界文联这个牌子真正的高大上，而不是一个空泛的，没有组织规划，没有落地生根的一个组织，这样我们所有的努力和设想都是海市蜃楼一般！

Hello，大家晚上好，尊敬的罗主席，各位联合国unb总部的领导们，我是马来西亚的王元沁，在这里我想分享一些我们关于3月19号线上活动的资讯。

最近在策划CCTV全球爱华传媒集团和世界华人协会一个启动推荐里啊，那么最近我们就想在这个我们的活动里面需要寻找一部分的商家，大家能够支持我们的活动，我们也是。

这个活动里面大概有上百家媒体，在全国各地，全世界各地做宣传，如果有一些企业啊，需要做宣传广告的，那么可以把这个宣传的视频，还有logo发给我们，我们有一个60秒的视频啊，时间插插播，那么还有这个logo在我们的。整个活动的广告牌上出现就是我们在做线上活动，启动仪式之前呢，会有一个广告牌啊，会把这个公司的logo，一些企业的需要宣传的logo放在广告牌上面。

在这里我们非常感谢这个罗主席吗？啊，这么大年纪了，抽出这个宝贵时间吗？阿花很多精力给我们世界各国的优秀的艺术家提供这么好宝贵的平台啊，世界文联，联合国于NB组织吗？我我自己发表一下我个人看法啊，个人的观点，第一我们这个框架都成立了。各个组织成立了，我们这各个组织一定要依法依规合法化啊，挂牌这是第一个，第二一个聘任的主席，常务主席、副主席，这个都是要必须授权授权的啊，聘书的这个东西啊，在第三个才可以，就是一次。第三一点，我们就是在是依法依规啊，以产业促发展，就是以各个协会的对口的这个项目去发展啊，再然后的话，我们对接项目的话再报备总部嘛，总部签署这个合约啊，签署依法依规的合约吗？我们在正式产业项目落地。第四一点的话，我们这产业落地之后，项目落地的时候，我们就大家共同人脉资源整合，把这个项目落地啊，实施啊，组织成功嘛。

大家晚上好，在此，我代表亚洲青少年文化艺术协会简单的谈一谈我们协会今年的一个规划和需要总部支持的这个部分。其实在现阶段的中国，在每个家庭的经济消费方面。青少年的文化艺术培训和教育消费占比是非常的高的，这也说明了社会，学校和家庭对青少年文化艺术的投入与重视程度。双减政策限制了传统学科文化培训行业，但对艺术培训却是春天的到来。青少年在双减之后，有更多的时间和精力来全面拓展自己的素质。文化艺术活动越办越多，也代表了社会对青少年文化艺术的一个关注度和热度。社会和家长，学校对于青少年文化艺术交流活动的这种需求和日益增高的要求，结合世艺联本身丰厚文化艺术的优势，恰好提供了一个很好的契机。我们今年可以做的就是首先把我们世艺联各个协会之间的涉及到青少年文化艺术这一块儿的活动，可以到我们这个协会来进行归总和细化，比如说其他协会，他可能也会遇到这样的机遇和活动，以及平台，如果是需要青少年文艺参与的，麻烦其他协会可以通知到我们，然后，同时我们本协会也可以把我们自己的青少年活动分享给其他协会和总部，需要共赢共展的这个部分。因为任何一个活动都是多方面的机遇，不仅限于我们协会，还有比如音乐，书法，模特，演艺等协会可以参与的部分，嘉宾方面也欢迎特型演员艺术团，及海外政商界的参与。

Tonight, I will give you a brief description of the overall plan of the United Nations for 2002.

Recently, Yundi Executive Yuan held a meeting. Last night, the leaders of the Executive Yuan also held a formal first Congress of the Executive Yuan in 2022. At the meeting, I introduced the overall development of the United Nations in 2002, including our goals and our awe. So tonight, in order not to affect your time, I'll give it to you briefly.

First of all, the first question, that is, the reorganization of the whole organization of the United Nations UNB in 2022, which you have just seen in the group. The notice issued by president Luo also means that the United Nations UNB will comprehensively carry out entity logic with three major organizations in 2022. The second question is the overall goal of the United Nations in 2002. In the third year of 2022, the UN UNB will carry out the overall reform and fully implement the equity system, transforming the membership system originally set by us into the equity system, so that all members, all leaders and all institutions will hold shares. Third, among the three major institutions, the United Nations UNB's institutions will be established immediately, and the comprehensive rectification will be completed by the end of March.
