8月18日，上海合作组织成员国文化部长第十八次会晤以视频连线形式举行，上合组织各成员国文化主管部门代表及上合组织秘书长诺罗夫出席，共同讨论上合组织框架下文化领域合作现状与发展前景。会晤由塔吉克斯坦文化部部长达芙拉特佐达主持。

On August 18, the 18th meeting of culture ministers of SCO member states was held in the form of video link. Representatives of cultural authorities of SCO member states and SCO Secretary General norov attended to discuss the current situation and development prospects of cultural cooperation under the framework of SCO. The meeting was chaired by Tajik Minister of culture daflatzoda.

中国文化和旅游部副部长张旭在发言中表示，过去一年来，面对新冠肺炎疫情挑战，中方与各方团结协作、逆势前行，切实推动落实《上合组织成员国政府间文化合作协定》，共同实施“上合组织文化年”项目，取得一系列重要务实成果，为各国人民携手抗击疫情注入强大精神力量。他重申习近平主席在2020年上合组织成员国元首理事会会议上提出的“促进民心相通，构建人文共同体”倡议，并就进一步发展文化领域合作提出三点建议：一是继续加强多边合作机制建设，不断夯实文化领域合作基础，筑牢合作平台；二是进一步调动文化艺术机构、地方及民间的积极性，推动文化领域合作向更深更广延伸；三是着眼未来，激励更多青年人成为接力文化领域合作、传承世代友好交流的生力军。

He reiterated President Xi Jinping's initiative to promote the common aspiration of people and build a humanistic community at the meeting of heads of State Council of the SCO member states in 2020, and put forward three suggestions for further development of cultural cooperation: first, continue to strengthen the construction of multilateral cooperation mechanism, constantly consolidate the foundation of cooperation in the cultural field and build a platform for cooperation. Second, further mobilize the enthusiasm of cultural and art institutions, local and non-governmental organizations, and promote the deeper and wider extension of cooperation in the cultural field; Third, focus on the future and encourage more young people to become a new force for relay cultural cooperation, inheritance and friendly exchanges from generation to generation.

与会各方一致认为，要继续秉持“上海精神”，加强上合组织成员国、观察员国及对话伙伴之间的文化联系，推动文化在上合组织多边合作事务中发挥更大作用，并决定继续加强在文化遗产保护、剧院、博物馆、图书馆等领域的相互协作。

All participants agreed to continue to uphold the "Shanghai spirit", strengthen cultural ties among SCO member states, observer states and dialogue partners, promote culture to play a greater role in SCO multilateral cooperation affairs, and decided to continue to strengthen mutual cooperation in the fields of cultural heritage protection, theatres, museums and libraries.

会上，各方审议同意了《上合组织成员国政府间文化遗产保护领域合作协定》草案，在线签署了《上合组织成员国艺术节文艺演出章程》和本次部长会晤纪要，通过了本次部长会晤新闻声明。

At the meeting, the parties considered and agreed on the draft agreement on cooperation in the field of cultural heritage protection among the governments of SCO member states, signed the regulations on artistic performances of art festivals of SCO member states online and the minutes of the ministerial meeting, and adopted the press statement of the ministerial meeting.
