2021年1月5日，由俄罗斯联邦文化部主办的上海合作组织成员国文化节和金砖国家文化节正式上线开幕。中国文化和旅游部部长胡和平等有关国家文化部长为活动作视频致辞。

On January 5, 2021, the cultural festivals of SCO member states and BRICs countries, sponsored by the Ministry of culture of the Russian Federation, officially opened. Hu Heping, Minister of culture and tourism of China, and other culture ministers of relevant countries delivered video speeches for the event.

胡和平在上海合作组织成员国文化节致辞中表示，新冠肺炎疫情仍在全球蔓延，国际形势错综复杂，加强文明交流互鉴、促进文明和谐共生越发重要。在上海合作组织成员国元首理事会第二十次会议上，中国国家主席习近平提出，要促进民心相通，构建人文共同体。希望本次文化节在展示上海合作组织优秀文化的同时，能让人们心更近、情更深，携手为构建更加紧密的命运共同体做出贡献。

胡和平在金砖国家文化节致辞中表示，新冠肺炎疫情使全球文化和旅游业遭受严重冲击，此时比以往任何时候都更需要全球各国风雨同舟、携手同行。中国国家主席习近平在金砖国家领导人第十二次会晤中指出，我们应共商抗疫合作大计，共绘金砖发展蓝图。中方愿继续与金砖国家各成员国一道，本着开放包容的态度，秉持人类命运共同体理念，加强对话、增进互信，共同应对疫情挑战，用实际行动为建设美好世界做出应有贡献。

此次上海合作组织成员国文化节和金砖国家文化节是2020年俄罗斯担任上述2个国际组织轮值主席国工作框架内的重要文化活动，中国交响乐团和中国歌剧舞剧院代表中方参演。
