一、全面提高革命文物保护利用质量和水平

今年3月，习近平总书记对革命文物工作作出重要指示，强调加强革命文物保护利用，弘扬革命文化，传承红色基因，是全党全社会的共同责任；要求切实把革命文物保护好、管理好、运用好，发挥好革命文物在党史学习教育、革命传统教育、爱国主义教育等方面的重要作用，激发广大干部群众的精神力量，信心百倍为全面建设社会主义现代化国家、实现中华民族伟大复兴的中国梦而奋斗。我们党在百年奋斗历程中，留下了大量的革命旧址、遗迹遗存和实物资料。目前，全国有不可移动革命文物3.6万多处，国有可移动革命文物超过100万件（套）。这些文物记录着党的光辉历程，是弥足珍贵的精神财富。文化和旅游系统深入学习贯彻习近平总书记重要讲话、重要指示精神，坚持保护第一原则，突出实现中华民族伟大复兴中国梦的奋斗历程这一主线，突出见证近代以来中国人民争取民族独立和人民解放的伟大斗争、见证中国共产党领导中国人民救国兴国强国的伟大贡献，全面加强革命文物保护利用。强化系统观念，系统梳理革命文物资源，建设革命文物大数据库，完善革命文物名录体系，推动革命文物整体保护。坚持改革创新，以革命文物保护利用片区为抓手，以国家文物保护利用示范区创建为引领，完善革命文物保护制度。加强统筹谋划，组织实施革命文物保护展示工程，全面推进长征国家文化公园建设，发挥好示范作用。在保护好革命文物本体基础上，加大革命文物研究、展示力度，特别是发挥好在党史学习教育、革命传统教育、爱国主义教育方面的重要作用，加强研究阐释、挖掘思想内涵，突出价值引领、强化教育功能，创新展陈方式、提升展陈水平，把革命文物承载的党和人民英勇奋斗的光荣历史阐释好，把革命文物记载的中国革命伟大历程和感人事迹讲述好，把弘扬革命传统和革命文化、加强社会主义精神文明建设、激发爱国热情、振奋民族精神的作用发挥好。
