国家发展改革委、交通运输部、公安部等11部门近日联合印发《关于做好2021年春运工作和加强春运疫情防控的意见》（以下简称《意见》）。《意见》明确，各地区要建立由政府主管领导牵头的春运工作机制，并将卫生健康、教育、文化和旅游部门纳入，共同研究春运各项工作。春运工作机制各成员单位要在本地区疫情防控领导机构统一部署下，做好春运疫情防控各项工作。

The national development and Reform Commission, the Ministry of transport, the Ministry of public security and other 11 departments recently jointly issued the "opinions on doing a good job in the 2021 Spring Festival transportation and strengthening the prevention and control of the epidemic situation of Spring Festival transportation" (hereinafter referred to as the "opinions"). The "opinions" clearly states that all regions should establish a working mechanism for Spring Festival transportation led by the competent government leaders, and include the health, education, culture and tourism departments to jointly study the work of Spring Festival transportation. All members of the working mechanism of the Spring Festival transportation should do a good job in the prevention and control of the epidemic situation under the unified deployment of the regional epidemic prevention and control leading institutions.

《意见》强调，2021年春运将从1月28日开始，3月8日结束，共计40天。要把疫情防控放在首位，坚持常态化精准防控和局部应急处置有机结合，切实强化底线思维，充分预估风险挑战。按照减少人员流动、减少旅途风险、减少人员聚集、加强人员防护的原则，做好春运疫情防控准备，强化各项防控措施。

"Opinions" stressed that the 2021 Spring Festival will start on January 28 and end on March 8, a total of 40 days. We should put epidemic prevention and control in the first place, adhere to the organic combination of normalized accurate prevention and control and local emergency response, effectively strengthen the bottom line thinking, and fully estimate the risks and challenges. In accordance with the principles of reducing the flow of people, reducing travel risks, reducing personnel aggregation and strengthening personnel protection, we should make preparations for the prevention and control of the epidemic situation during the Spring Festival transportation and strengthen various prevention and control measures.

《意见》提出，要从供需两侧发力，降低高峰期客流密度。切实加强运力保障，公路、水路要加强重要枢纽、重点水域、旅游景区运力供给，提升农村客运班线覆盖面。积极引导错峰出行，倡导职工群众就地过节，鼓励用人单位结合工作需要和职工意愿，统筹安排休假。工会组织要积极与用工单位协商息工开工时间，组织做好务工人员错峰返乡返岗。要提早谋划安排，防范各类风险挑战。火车站、机场、客运港口、旅游码头发生大面积延误时，要及时调派力量，做好引导疏散，避免出现大规模人员（车辆）滞留。要适应疫情防控要求，打造便捷出行环境。精准实施志愿服务，重点围绕疫情防控宣传提醒、咨询指引、票务协助等实际需求，精准确定岗位，加强规范管理。（沈啸）

We should effectively strengthen the transport capacity guarantee, strengthen the transport capacity supply of important hubs, key water areas and scenic spots on highways and waterways, and improve the coverage of rural passenger transport lines. We should actively guide off peak travel, encourage employees to celebrate holidays on the spot, and encourage employers to make overall arrangements for holidays according to work needs and employees' wishes. Trade union organizations should actively negotiate with the employing units about the starting time of rest work, and organize the migrant workers to return to their hometown and posts at the peak. It is necessary to plan ahead of time to prevent all kinds of risks and challenges. In case of large-scale delay in railway station, airport, passenger port and tourist terminal, it is necessary to dispatch forces in time to guide evacuation and avoid large-scale personnel (vehicles) detention. To adapt to the requirements of epidemic prevention and control, create a convenient travel environment. Accurate implementation of voluntary service, focusing on the actual needs of epidemic prevention and control publicity and reminder, consultation guidance, ticketing assistance, accurate determination of posts, and strengthening standardized management.
