据新华社电 《中共中央 国务院关于实现巩固拓展脱贫攻坚成果同乡村振兴有效衔接的意见》（以下简称《意见》）日前印发。《意见》指出，脱贫摘帽不是终点，而是新生活、新奋斗的起点。打赢脱贫攻坚战、全面建成小康社会后，要在巩固拓展脱贫攻坚成果的基础上，做好乡村振兴这篇大文章，接续推进脱贫地区发展和群众生活改善。全党务必站在践行初心使命、坚守社会主义本质要求的政治高度，举全党全国之力，统筹安排、强力推进，让包括脱贫群众在内的广大人民过上更加美好的生活，朝着逐步实现全体人民共同富裕的目标继续前进，彰显党的根本宗旨和我国社会主义制度优势。

The opinion points out that getting rid of poverty is not the end, but the starting point of a new life and new struggle. After winning the battle of poverty alleviation and building a moderately prosperous society in an all-round way, we should consolidate and expand the achievements of poverty alleviation, do a good job in rural revitalization, and continue to promote the development of poverty alleviation areas and the improvement of people's lives. The whole party affairs must stand at the political height of practicing the original mission and adhering to the essential requirements of socialism, and give full play to the power of the whole Party and the whole country, make overall arrangements and vigorously promote, so that the broad masses of people, including the people out of poverty, can live a better life, move forward towards the goal of gradually realizing the common prosperity of all the people, and highlight the fundamental purpose of the party and the advantages of China's socialist system.

《意见》提出，脱贫攻坚目标任务完成后，设立5年过渡期。到2025年，脱贫攻坚成果巩固拓展，乡村振兴全面推进，脱贫地区经济活力和发展后劲明显增强，乡村产业质量效益和竞争力进一步提高，农村基础设施和基本公共服务水平进一步提升，生态环境持续改善，美丽宜居乡村建设扎实推进，乡风文明建设取得显著进展，农村基层组织建设不断加强，农村低收入人口分类帮扶长效机制逐步完善，脱贫地区农民收入增速高于全国农民平均水平。到2035年，脱贫地区经济实力显著增强，乡村振兴取得重大进展，农村低收入人口生活水平显著提高，城乡差距进一步缩小，在促进全体人民共同富裕上取得更为明显的实质性进展。

By 2035, the economic strength of poverty-free areas will be significantly enhanced, the revitalization of rural areas will make significant progress, the living standards of rural low-income population will be significantly improved, the gap between urban and rural areas will be further narrowed, and more obvious substantive progress will be made in promoting the common prosperity of all the people.

《意见》提出建立健全巩固拓展脱贫攻坚成果长效机制。其中提到，保持主要帮扶政策总体稳定，优化产业就业等发展类政策；做好易地扶贫搬迁后续扶持工作。聚焦原深度贫困地区、大型特大型安置区，从就业需要、产业发展和后续配套设施建设提升完善等方面加大扶持力度。

The "opinions" put forward the establishment and improvement of a long-term mechanism to consolidate and expand the achievements of poverty alleviation. Among them, we should maintain the overall stability of the main assistance policies, optimize the development policies such as industrial employment, and do a good job in the follow-up support work for the relocation of ex situ poverty alleviation. 《意见》提出聚力做好脱贫地区巩固拓展脱贫攻坚成果同乡村振兴有效衔接重点工作。其中提到，支持脱贫地区乡村特色产业发展壮大。现代农业产业园、科技园、产业融合发展示范园继续优先支持脱贫县。继续大力实施消费帮扶；持续改善脱贫地区基础设施条件。按照实施乡村建设行动统一部署，支持脱贫地区因地制宜推进农村厕所革命、生活垃圾和污水治理、村容村貌提升。推进脱贫县“四好农村路”建设，推动交通项目更多向进村入户倾斜，因地制宜推进较大人口规模自然村（组）通硬化路，加强通村公路和村内主干道连接，加大农村产业路、旅游路建设力度。

We should promote the construction of "four good rural roads" in poverty alleviation counties, promote more transportation projects to enter villages and households, promote the access of natural villages (groups) with large population to hardened roads according to local conditions, strengthen the connection between village roads and main roads in villages, and intensify the construction of rural industrial roads and tourism roads.

《意见》提出着力提升脱贫地区整体发展水平。其中提到，在西部地区脱贫县中集中支持一批乡村振兴重点帮扶县。支持革命老区、民族地区、边疆地区巩固脱贫攻坚成果和乡村振兴；坚持和完善东西部协作和对口支援、社会力量参与帮扶机制。教育、文化、医疗卫生、科技等行业对口支援原则上纳入新的东西部协作结对关系。

The opinions put forward that efforts should be made to improve the overall development level of poverty alleviation areas. Among them, it was mentioned that among the poverty alleviation counties in the western region, we should focus on supporting a number of key counties for Rural Revitalization. Support the old revolutionary base areas, ethnic minority areas and border areas to consolidate the achievements of poverty alleviation and rural revitalization; adhere to and improve the mechanism of cooperation and counterpart support between the East and the west, and the participation of social forces. In principle, the counterpart support of education, culture, medical and health care, science and technology and other industries will be incorporated into the new cooperative pairing relationship between the East and the West.

《意见》提出加强脱贫攻坚与乡村振兴政策有效衔接。其中提到，做好金融服务政策衔接。加大对脱贫地区优势特色产业信贷和保险支持力度；做好土地支持政策衔接。以国土空间规划为依据，按照应保尽保原则，新增建设用地计划指标优先保障巩固拓展脱贫攻坚成果和乡村振兴用地需要。
