9月23日，文化和旅游部召开第一次归侨侨眷代表大会，文化和旅游部党组成员、副部长、直属机关党委书记，国家文物局党组书记、局长李群出席会议并讲话。中央和国家机关侨联副主席林松到会祝贺。

李群在讲话中强调，文化和旅游部侨联要自觉以习近平新时代中国特色社会主义思想为指导，切实增强“四个意识”，坚定“四个自信”，做到“两个维护”，努力夯实归侨侨眷团结奋斗的共同思想基础。新一届侨联要把深入贯彻落实习近平新时代中国特色社会主义思想，深学细悟习近平总书记“七一”重要讲话精神，与学习习近平总书记关于群团工作和侨务工作的重要论述紧密结合起来，不断深化对新时代侨联工作的认识，团结动员广大归侨侨眷自觉学习党的路线、方针、政策，不断增强对党的理论认同，站稳听党话、跟党走的政治立场，努力为文化和旅游高质量改革发展汇聚侨心侨力。文化和旅游部广大归侨侨眷要坚持崇高信念，增强赤子情怀，坚持立足本职，助力功成立业，坚持秉持初心，弘扬中华文化，为建设社会主义文化强国，维护好国家形象作出更大贡献。

In his speech, Li Qun stressed that the Federation of cultural and tourism ministry should consciously take Xi Jinping's socialist ideology with China's characteristics as the guide, enhance the "Four Consciousnesses", strengthen the "four self-confidence", and make "two maintenance", and strive to consolidate the common ideological foundation of the unity and struggle of Returned Overseas Chinese and their families. The new China Federation of Returned Overseas Chinese should thoroughly implement Xi Jinping's new socialist ideology with Chinese characteristics, thoroughly study and understand the spirit of general secretary Xi Jinping's "71" important speech, and closely integrate with the important discussions on General Secretary Xi Jinping's work on mass work and overseas Chinese Affairs, and deepen the understanding of the work of the Federation of Returned Overseas Chinese in the new era. Unite and mobilize the majority of Returned Overseas Chinese and their relatives to consciously study the party's line, principles and policies, constantly enhance their theoretical recognition of the party, stand firm in the political position of listening to the party and following the party, and strive to gather overseas Chinese's heart and strength for the high-quality reform and development of culture and tourism. The majority of Returned Overseas Chinese and family members of overseas Chinese of the Ministry of culture and tourism should adhere to lofty beliefs, enhance their childlike feelings, adhere to their own duties, contribute to success and career, adhere to their original intention, carry forward Chinese culture, and make greater contributions to building a socialist cultural power and maintaining the national image.

会议选举产生了文化和旅游部侨联第一届委员会领导班子。冯英当选文化和旅游部侨联第一届委员会主席，姜异新、顾犇、蔡秀雯、瞿弦和当选文化和旅游部侨联第一届委员会副主席；尹红当选文化和旅游部侨联第一届委员会秘书长。（薛帅）
