9月14日，文化和旅游部在京举办对外和对港澳台文化和旅游工作培训班，深入学习习近平总书记关于对外和对港澳台文化和旅游工作系列重要论述精神和党的十九届五中全会精神，贯彻落实文化和旅游部“十四五”规划实施部署工作电视电话会议精神，推进“十四五”对外和对港澳台文化交流和旅游推广体系建设。文化和旅游部党组成员、副部长张旭出席培训班开班仪式并讲话。

张旭指出，抓好“十四五”规划贯彻实施，是深入学习贯彻习近平总书记关于文化和旅游工作重要论述精神的必然要求，是加快推进社会主义文化强国建设的必然要求，是促进共同富裕、推动实现文化和旅游高质量发展的必然要求，是把握新发展阶段、贯彻新发展理念、服务和融入新发展格局的必然要求。对外和对港澳台文化和旅游工作要坚持以习近平新时代中国特色社会主义思想为指导，围绕文化强国建设目标，不断提升中华文化影响力，实现以文载道、以文传声、以文化人；提升中国形象亲和力，展示可信、可爱、可敬的中国形象；提升中国话语说服力，更加充分、更加鲜明地展现中国立场、中国智慧、中国价值；增强国家文化软实力，把“走出去”和“引进来”有机统一在我国文化和旅游发展进程当中，更好构筑中国精神、中国价值、中国力量。

张旭强调，做好“十四五”时期对外和对港澳台文化和旅游工作，要坚持高质量发展，形成一套从人才培养、到项目设计、到组织实施、到宣传推广的完整供给体系，提高供给质量，丰富交流传播渠道，实现供给和需求的良性互动。要坚持协调发展，充分发挥外交、交流、贸易、传播四种方式的优势，让人才、资金、渠道、平台等资源要素更加充分的流动起来，实现以老带新、以强扶弱、以点带面，形成各省（区、市）既有特色、又有协作的工作格局，加强国内国际双向互动。要坚持安全发展，增强忧患意识，坚持底线思维，加强制度建设，强化管理手段，提升应对风险能力，扎紧制度的笼子，从根源上遏制风险发生。

张旭要求，要增强贯彻落实“十四五”规划的责任感使命感，切实提高政治站位，自觉把思想和行动统一到习近平总书记重要论述精神上来，统一到党中央、国务院决策部署上来，充分认识“十四五”规划实施的重要性紧迫性，增强责任感使命感，扎实推动“十四五”文化和旅游各项规划落到实处。要将对外和对港澳台文化和旅游工作融入国家重大战略，落实好黄河文化国际交流计划、长江文化国际交流计划、粤港澳人文湾区与休闲湾区建设计划等重点项目。要健全规划和指导意见督促落实的工作机制，强化责任担当，积极履职尽责，加强资源要素保障和工作协同配合，开展规划实施监测，完善规划评估机制，确保“十四五”规划实施取得实实在在的成效。要增强改革攻坚的能力，抓住重点领域和关键环节，善于用改革的思路和办法解决发展中遇到的难题，向改革要动力、要活力，各省（区、市）文化和旅游厅局要结合本地区实际大胆探索、敢于创新、先行先试，聚焦难题精准发力、靶向施策，努力蹚出一条高质量发展的新路子。

此次培训为期6天，包括政策解读、主题讲座、案例分析、集中研讨、现场教学等课程。各省、自治区、直辖市文化和旅游厅（局），新疆生产建设兵团文化体育广电和旅游局，文化和旅游部各司局、各直属单位，国家文物局外事部门的有关负责同志共100余人参加此次培训。
