王大泉说，校园里发生的性侵害、性骚扰行为严重侵害了学生的权益，性质恶劣，也严重违背了法律和师德的红线，冲击了社会道德底线。实行零容忍制度是教育部门和学校的一贯要求。此次《规定》对此进行了进一步明确和强调：

一是加强教育。除了对教职工进行未成年人保护的专项培训外，还要求学校对学生开展青春期教育、性教育，提高学生们防范性侵害、性骚扰的自我意识和保护能力。

First, strengthen education. In addition to the special training on the protection of minors for teaching staff, schools are also required to carry out adolescent education and sex education for students, so as to improve their self-awareness and protection ability against sexual assault and harassment.

二是完善制度。要求学校建立健全教职工与学生的交往行为准则，学生宿舍安全管理规定，视频监控管理规定等制度，建立系统的预防报告、处置性侵害、性骚扰的工作机制。

三是进一步明确规则。《规定》划定了一条红线，明确禁止教职工和校内人员有6项行为，包括：禁止与学生发生恋爱关系、性关系；禁止抚摸、故意触碰学生身体特定部位等猥亵行为；禁止对学生作出调戏、挑逗或者具有性暗示的言行；禁止向学生展示传播包含色情、淫秽内容的信息、书刊、影片、音像、图片或者其他淫秽物品；禁止持有包含淫秽、色情内容的视听、图文资料；禁止其他构成性骚扰、性侵害的违法犯罪行为。

四是建立及时发现制度。《规定》要求学校要建立报告制度，首问负责制度，权益保护机制，如有学生受到伤害，应当及时便捷地进行报告，让家长、教育部门和学校知晓。

五是严肃处理。《规定》进一步明确了处理规则，对实施性骚扰、性侵害的教职工要严肃处理，要依法予以开除或者解聘。有教师资格者，主管部门还要撤销其教师资格，纳入从业禁止名单，终身不得进入教育领域。违法犯罪的要移送有关部门依法追究责任。
