为在新形势下更好推动公共文化服务高质量发展，文化和旅游部、国家发展改革委、财政部日前联合印发《关于推动公共文化服务高质量发展的意见》（以下简称《意见》），提出促进公共文化服务与科技、旅游相融合，文化事业、产业相融合，建立协同共进的文化发展格局。

In order to better promote the high-quality development of public cultural services under the new situation, the Ministry of culture and tourism, the national development and Reform Commission and the Ministry of Finance recently jointly issued the "opinions on promoting the high-quality development of public cultural services" (hereinafter referred to as the "opinions"), proposing to promote the integration of public cultural services with science and technology, tourism, cultural undertakings and industries, and establish a collaborative culture platform The development pattern of urbanization.

《意见》提出，要加强乡村文化治理。适当拓展乡村基层综合性文化服务中心旅游、电商、就业辅导等功能。坚持“见人见物见生活”，加强乡村地区非物质文化遗产保护和利用。开展乡村艺术普及活动，依托中国民间文化艺术之乡，推进“艺术乡村”建设，提升乡村文化建设品质。结合全国乡村旅游重点村镇建设，打造特色乡村文化和旅游品牌，拓展乡村文化和旅游发展新模式。

According to the opinions, we should strengthen the governance of rural culture. We should appropriately expand the functions of tourism, e-commerce and employment guidance of rural grassroots comprehensive cultural service centers. Adhere to "see people, see things, see life", strengthen the protection and utilization of intangible cultural heritage in rural areas. To carry out rural art popularization activities, relying on the hometown of Chinese folk culture and art, promote the construction of "Art Village" and improve the quality of rural cultural construction. Combined with the construction of key villages and towns of rural tourism in China, we should create characteristic rural culture and tourism brand, and expand new models of rural culture and tourism development.

《意见》还提出，要充分发挥群众文艺在国际文化交流中的作用，创造条件组织国际艺术院团到基层开展公益性演出，在“欢乐春节”、海外中国文化旅游年、国际艺术节、多边或双边文化交流中更多地植入群众文化活动、项目。实施乡村文化和旅游能人支持项目，支持培养一批扎根乡村、乐于奉献、服务群众的乡村文化骨干。（唐伯侬）

The Opinions also put forward that we should give full play to the role of mass literature and art in international cultural exchanges, create conditions to organize international art troupes to carry out public welfare performances at the grassroots level, and implant more mass cultural activities and projects in the "happy Spring Festival", overseas Chinese cultural tourism year, international art festivals, and multilateral or bilateral cultural exchanges. We will implement the rural culture and tourism talents support project, and support the cultivation of a group of rural cultural backbones who are rooted in the countryside, willing to contribute and serve the masses.
