中文正式成为联合国世界旅游组织官方语言

近日，联合国世界旅游组织（英文简称UNWTO）和西班牙政府正式通报，自2021年1月25日起，中文正式成为UNWTO官方语言。UNWTO为此专门制作了秘书长祖拉布·波洛利卡什维利的相关视频，以示祝贺。

Recently, the United Nations World Tourism Organization (UNWTO) and the Spanish government officially announced that Chinese will become the official language of UNWTO from January 25, 2021. UNWTO是全球最具影响力的政府间国际旅游组织，现有159个成员国，总部设在西班牙马德里，西班牙为其存约国。中国于1983年加入该组织。2007年11月，在UNWTO全体大会第17届会议上，中方提议将中文列为该组织官方语言。全体大会采纳了中方提议，并通过了对《世界旅游组织章程》第三十八条的修正案，即“本组织的官方语言为阿拉伯文、中文、英文、法文、俄文和西班牙文”。根据UNWTO章程规定，该修正案经全体大会通过后，尚须三分之二以上成员国履行批准手续后方可生效。自2007年修正案通过以来，为推动各成员国尽快履行批准手续，促成中文成为UNWTO官方语言早日生效，中方联合UNWTO做了大量工作。2021年1月，修正案批准国达到106个，符合法定数量，修正案正式生效。

UNWTO is the most influential intergovernmental international tourism organization in the world. Currently, it has 159 Member States, and its headquarters is located in Madrid, Spain, with Spain as its depositor. China joined the organization in 1983. In November 2007, at the 17th session of the general assembly of UNWTO, China proposed to list Chinese as the official language of the organization. The plenary session adopted the Chinese proposal and adopted an amendment to Article 38 of the constitution of the world tourism organization, that is, "the official languages of the organization are Arabic, Chinese, English, French, Russian and Spanish". According to the UN WTO constitution, after the amendment is passed by the general assembly, more than two-thirds of the member states have to go through the ratification procedures before it can take effect. Since the adoption of the amendment in 2007, China has done a lot of work with UNWTO in order to promote the member states to fulfill the ratification procedures as soon as possible and make Chinese the official language of UNWTO come into force as soon as possible. In January 2021, the number of ratification countries of the amendment reached 106, meeting the statutory number, and the amendment officially entered into force.

语言是人类观念和思想表达的工具，是文化的重要载体。随着我国综合国力的不断增强，中文的国际影响力持续扩大，中文在国际社会上得到更加广泛的认可。中文成为UNWTO官方语言，提升了UNWTO作为联合国专门机构的完整性和权威性，提高了中文在国际组织的使用地位和使用比例，有利于我国在全球国际旅游事务中发挥更加积极的作用，更好地分享中国旅游业发展经验和机遇，为实现提高国家文化软实力、推进社会主义文化强国建设的目标，为推动构建人类命运共同体作出积极贡献。
