建设国家文化公园，是党中央、国务院作出的重大决策部署，是国家推进实施的重大文化工程。作为长城国家文化公园建设牵头负责部门，文化和旅游部深入学习贯彻习近平总书记系列重要讲话精神，精心谋划、周密部署，通过开展实地调研、建立工作专班、编制相关规划、组织专家论证等多种方式，推动相关工作稳步开展。

The construction of national cultural park is a major decision and deployment made by the Party Central Committee and the State Council, and a major cultural project promoted by the state. As the lead department responsible for the construction of the Great Wall's National Cultural Park, the Ministry of culture and tourism thoroughly studied and implemented the spirit of the important speech of general secretary Xi Jinping, elaborately planned and meticulously deployed, and carried out the related work steadily through conducting on-the-spot research, establishing work classes, drawing up relevant plans, and organizing experts' argumentation.

结合《长城保护条例》《长城保护总体规划》，文化和旅游部牵头制定《长城国家文化公园建设实施方案》，明确建设范围、建设内容、建设目标和主要任务，提出36项具体工作，并制定重点工作部内分工方案，确保重点工作有分解、主要任务有时限、具体工作有人抓。积极推进《长城国家文化公园建设保护规划》《长城文化和旅游融合发展专项规划》编制工作。形成《长城国家文化公园重大工程建设方案》，初步梳理出一批国家及省级层面重点项目。加强与国家开发银行等金融机构对接，完善多元化投融资机制，加快推进实施长城国家文化公园重大工程。

In combination with the regulations on the protection of the great wall and the master plan for the protection of the Great Wall, the Ministry of culture and tourism has taken the lead in formulating the implementation plan for the construction of the Great Wall National Cultural Park, clarifying the construction scope, construction contents, construction objectives and main tasks, proposing 36 specific tasks, and formulating the division of labor scheme within the key work department, so as to ensure that the key work is decomposed, the main tasks have a time limit, and the specific work includes People catch them. We will actively promote the compilation of the protection plan for the construction of the Great Wall National Cultural Park and the special plan for the integrated development of culture and tourism of the Great Wall. The "Great Wall National Cultural Park major project construction plan" was formed, and a number of national and provincial key projects were preliminarily sorted out. We will strengthen the docking with financial institutions such as the National Development Bank, improve the diversified investment and financing mechanism, and accelerate the implementation of the major project of the Great Wall National Cultural Park.

为推动长城国家文化公园（河北段）做出成效、形成示范、引领带动，文化和旅游部会同河北省编制《长城国家文化公园（河北段）建设保护规划》，将秦皇岛山海关、承德金山岭、张家口大境门和崇礼等4个长城重要区段作为河北重中之重。聚焦五大基础工程，指导河北推动重点项目落地实施。在项目谋划布局上，初步形成45个项目、预计总投资额287.4亿元的省级项目库；推出一批2021年底可落地实施的重点特色项目，明确时间表和路线图，推动项目开工建设。长城文化产业园基础设施一期工程已列入2020年文化旅游提升工程第二批中央预算内投资项目，首期中央预算投资8000万元；河北省文化和旅游厅已安排623万元财政资金用于“可阅读长城”等项目建设。

In order to promote the Great Wall National Cultural Park (Hebei Section) to make achievements, form demonstration, lead and drive, the Ministry of culture and tourism, together with Hebei Province, has compiled the construction and protection plan of the Great Wall National Cultural Park (Hebei Section), which takes four important sections of the great wall, including Shanhaiguan of Qinhuangdao, Jinshanling of Chengde, dajingmen of Zhangjiakou and Chongli, as the top priority of Hebei Province. The first phase of the infrastructure project of the Great Wall Cultural Industry Park has been listed in the second batch of central budget investment projects of the cultural tourism promotion project in 2020, with an investment of 80 million yuan in the first phase; the Department of culture and tourism of Hebei Province has arranged 6.23 million yuan of financial funds for the construction of "readable Great Wall" and other projects.

文化和旅游部统筹指导长城沿线15省（区、市）建立健全组织领导机构、编制分省份规划、梳理重点项目工程、细化工作实施方案；开展长城国家文化公园线上培训，组织沿线省份310余名从业人员参加。各地高度重视，务实推进。如在组织保障方面，北京市在全国文化中心建设领导小组下设立国家文化公园建设专项工作组；在管控保护方面，内蒙古自治区政府与各盟市签订《长城保护工作责任状》，将长城保护经费列入自治区级财政预算；在智力支持方面，甘肃省、北京市等地依托高等院校以及专家智库团队，围绕长城保护利用及长城国家文化公园相关任务开展战略合作；在文旅融合方面，河南省提出建设魏长城大伏羲山文旅融合高质量发展示范区，山西省提出建设广武边塞长城文旅融合区。各地“一盘棋”工作格局初步形成。（沈啸）
