12月3日，中国和哈萨克斯坦合作委员会文化和人文合作分委会第十四次会议以视频连线方式召开。分委会中方主席、中国文化和旅游部副部长张旭与分委会哈方主席、哈萨克斯坦文化和体育部副部长达乌耶绍夫共同主持会议。

双方互相通报了2019年11月分委会第十三次会议以来两国在文化、旅游、文化遗产保护、广播电影电视、教育、出版、档案、青年政策等各领域的交流合作情况，并就分委会下步工作深入交换了意见。张旭积极评价中哈双边关系和两国人文领域务实合作成果，强调人文交流合作对夯实两国友好民意基础、推动中哈永久全面战略伙伴关系发展起到不可替代的作用。他表示，在抗击新冠肺炎疫情过程中，中哈两国同舟共济、守望相助，诠释了两国患难与共的兄弟情谊。中方愿继续与哈方携手共进，以人文交流增进互信，为战胜疫情危机、构建中哈命运共同体作出贡献。达乌耶绍夫表示，哈方一贯重视发展与中方在人文领域的互利合作，愿充分发挥分委会机制的牵头作用，进一步扩大双方合作规模、提升合作水平，共同克服疫情影响，为两国关系长远发展注入新的动力。
