通知指出,引导和支持基地积极参与中华优秀传统文化传承发展工程、文艺作品质量提升工程、文化产业数字化战略实施。加快发展新型文化企业、文化业态、文化消费模式,壮大数字创意、网络视听、数字出版、数字娱乐、线上演播等产业。
通知提到,支持基地加强与海外新媒体平台合作,积极拓展企业出海新通道,鼓励开办专属频道、专属栏目,利用点播分成、保底分成等方式拓展销售渠道。鼓励有条件的企业建设覆盖全球的新媒体平台,助推优质文化内容“走出去”。

世界文化艺术界联合会(简称:世界文联)在英国注册(Company Number 10779848),由各国文化艺术界机构文化精英、艺术家自愿组成,以弘扬民族文化,促进世界各民族文化艺术融合、交流发展的国际机构和国际平台。

关于支持国家文化出口基地高质量发展若干措施的通知
一、健全共建机制
(一)建立基地建设定期协商机制,加强对基地工作的指导和支持,引导资本、技术、人才等向基地集聚。发挥对外文化贸易工作联系机制作用,指导基地加强体制机制、平台载体、公共服务、贸易方式、监管举措创新,加快培育市场主体、完善促进体系、健全统计制度,营造有利于对外文化贸易发展的政策环境。
(二)引导相关基地发挥与自贸试验片区重叠的优势,加大文化领域改革创新力度,发挥好改革开放试验田和排头兵作用。支持有条件的基地探索制度型开放路径,有序放宽相关限制措施,创新事中事后监管举措,支持将部分省级管理权限下放符合条件的基地,开展优化审批流程等方面改革试点。
(三)引导和支持基地积极参与中华优秀传统文化传承发展工程、文艺作品质量提升工程、文化产业数字化战略实施。指导基地加强非物质文化遗产保护传承弘扬,推动中华优秀传统文化的创造性转化、创新性发展。加快发展新型文化企业、文化业态、文化消费模式,壮大数字创意、网络视听、数字出版、数字娱乐、线上演播等产业,鼓励优秀传统文化产品、文化创意产品和影视剧、游戏等数字文化产品“走出去”。
(四)引导基地间加强交流合作,支持建立国家文化出口基地联席机制,定期举办文化出口基地论坛,分享基地建设创新成果和典型经验,条件成熟的及时面向全国推广。
(五)支持基地建立文化出口重点企业名录和重点项目库,建立重点企业联系制度,畅通基地所在省(区、市)相关部门与企业联系渠道,及时协调解决企业发展中遇到的问题和困难。积极支持、指导基地企业申报国家文化出口重点企业和重点项目。
二、完善财政支持政策
(六)统筹利用相关财政资金政策,支持基地完善公共服务体系,提升公共服务水平。
(七)鼓励基地与现有政府投资基金建立常态化联系机制,利用市场化方式为符合条件的文化贸易企业提供融资支持。
(八)积极支持基地内企业参加技术先进型服务企业认定,对经认定的技术先进型服务企业,减按15%税率缴纳企业所得税。
三、优化金融服务
(九)支持基地与所在省(区、市)银行等金融机构建立联系机制,共享基地文化出口重点企业和重点项目名录,在风险可控、商业可持续的前提下为文化企业“走出去”做好金融服务。
(十)鼓励金融机构积极发展符合文化贸易企业需求特点的信贷创新产品,开发应收账款质押贷款、订单贷款等基于产业链的融资创新产品,开展包括专利、商标、版权在内的无形资产质押贷款。鼓励金融机构通过出口买方信贷等方式支持符合条件的文化出口重点企业扩大出口。
(十一)更好发挥出口信用保险作用,创新合作模式,提高承保效率,提升理赔质量,为重点企业和重点项目提供个性化保险服务。支持有条件的基地复制“信保+担保”融资模式,以多种方式为文化企业融资提供增信支持,扩大对中小微文化贸易企业出口信贷投放。
(十二)支持企业开展跨境人民币结算业务。提升外汇管理便利化水平,逐步简化外汇收支手续,提高资金结算效率。
四、提升服务水平
(十三)数字化引领基地创新发展。基于5G、云计算服务平台和远程跨域合作等数字化手段,鼓励有条件的基地创建覆盖文化产品和服务全链条、全流程的云生产和服务体系,以数字技术推动基地文化产业和贸易升级。
(十四)支持基地建设广播影视线上交易平台、外向型版权交易中心等平台载体,建设各类公共服务平台,为企业提供国别政策、市场信息、法律服务、技术支撑、人才招聘、交易撮合等公共服务。
(十五)支持有条件的基地内海关特殊监管区域开展文物、文化艺术品保税仓储、展示、交易以及文物鉴定业务,实施进出境登记审核,在保税货物监管、仓储物流等方面给予通关便利,推动降低企业交易成本。
(十六)支持在具备条件的基地内海关特殊监管区域开展“两头在外”的数字内容加工业务,研究完善监管模式,鼓励企业为境外生产的影视、动漫、游戏等提供洗印、译制、配音、编辑、后期制作等服务。
(十七)加强基地人才培育体系建设。利用文化名家暨“四个一批”人才等重点工程,为基地培养文化贸易领域领军人物和专业人才。支持基地与高校深化合作,开展对外文化贸易人才培养培训。支持基地多渠道引进海外文化创意、国际营销等方面优秀人才。为在基地工作的外国人才及家属提供办理签证和居留许可便利。
(十八)支持基地充分利用各类语言服务平台载体,为对外文化贸易业务开展提供高质量语言服务,降低文化折扣,提升文化传播效果。
(十九)优化知识产权服务,为企业知识产权创造、运用、管理、保护等提供全链条服务,支持基地文化企业开展知识产权证券化试点,探索开展文化领域知识产权价值评估,支持企业加强涉外知识产权维权工作。
五、深化国际合作
(二十)将基地建设纳入文化领域多双边交流合作机制和服务贸易国际合作机制,充分利用自由贸易协定、政府间合作备忘录等,拓展对外文化贸易发展空间,为企业间务实合作搭建平台。
(二十一)鼓励基地设立海外文化贸易促进平台。支持企业在境外开展文化投资合作,建设国际营销网络和分支机构,扩大境外优质文化资产规模。
(二十二)支持基地利用中国国际服务贸易交易会、中国(深圳)国际文化产业博览交易会、中国国际版权博览会等展会,开展形式多样的文化贸易促进活动。组织企业参加重要国际性文化节展,扩大参展范围,提升参展水平,发挥“中国联合展台”、“中国展区”计划等平台作用,提升文化贸易品牌和企业形象。
(二十三)支持基地加强与海外新媒体平台合作,积极拓展企业出海新通道,鼓励开办专属频道、专属栏目,利用点播分成、保底分成等方式拓展销售渠道。鼓励有条件的企业建设覆盖全球的新媒体平台,助推优质文化内容“走出去”。
商务部、中央宣传部会同文化和旅游部、广电总局负责统筹基地布局规划、认定管理、政策协调等工作,定期开展基地综合评价,并根据评价结果对基地进行动态调整。各相关部门要依照职责分工,加强对基地建设的支持,推动政策落实落地。基地所在地各级人民政府要进一步发挥自主性和积极性,在财政、金融、人才等方面加大政策创新和支持力度。各基地要主动担当作为,积极开展先行先试,加快形成示范效应。基地发展中存在的新问题新情况,及时向商务部、中央宣传部、文化和旅游部、广电总局报告。
