8月30日，文化和旅游部印发《关于进一步加强文艺工作者教育管理和道德建设的通知》，同时组织了有地方文化和旅游厅（局）代表、部直属艺术单位主要负责同志、行业组织代表以及艺术家代表参加的座谈会，深入学习贯彻习近平总书记关于文艺工作重要论述和指示批示精神，部署加强文艺工作者教育管理和道德建设工作。文化和旅游部党组书记、部长胡和平出席会议并讲话，党组成员、副部长李群主持会议，党组成员、副部长杜江出席会议。

会议强调，要认真学习贯彻习近平总书记关于文艺工作重要论述和指示批示精神，坚决整治文化领域和娱乐行业不良现象，培育健康文艺生态，进一步发挥文艺培根铸魂的积极作用。

会议指出，近期文化领域和娱乐行业出现“饭圈”文化、“唯流量论”、“娘炮形象”等不良现象，部分艺人背离公序良俗、违反职业道德、触犯法律法规，败坏了文艺界风气、损害了文艺工作者形象、影响了社会主义文艺健康发展。文化和旅游部高度重视，印发《关于进一步加强文艺工作者教育管理和道德建设的通知》，从加强学习教育、加强示范引领、加强规范管理、加强道德建设4个方面提出进一步加强文艺工作者教育管理和道德建设的10条要求。

The Ministry of culture and tourism attaches great importance to it and issues the notice on Further Strengthening the education management and moral construction of literary and artistic workers, which puts forward 10 requirements for further strengthening the education management and moral construction of literary and artistic workers from four aspects: strengthening learning and education, strengthening demonstration and guidance, strengthening standardized management and strengthening moral construction.

会议要求，要加强法律法规学习，强化行业自律和职业操守，树立法治思维、增强法治意识、提高辨别能力。要制定政策举措，警惕和防范资本在文化领域和娱乐行业泛滥和野蛮生长。要加强文艺工作者教育管理，增强阵地意识和责任意识，管好行业、管好机构、管好队伍。要建立健全规章制度，加强审查管理，充分发挥行业协会作用，加强艺人经纪机构的自律管理，建立健全行业规范，绝不为违法失德艺人提供舞台平台。要继承和发扬老一辈优秀艺术家的光荣传统，始终把党和人民的事业放在最重要的位置，把德艺双馨作为永恒追求。要大力加强道德建设，推动文艺单位开展职业道德评议，坚决抵制违法违规、失德失范行为。要推出更多思想精深、艺术精湛、制作精良的优秀文艺作品，更好满足人民文化需求、增强人民精神力量。要自觉承担社会责任，践行社会主义核心价值观，坚决抵制低俗、庸俗、媚俗。要重视和加强文艺评论工作，站稳人民立场，坚持正确导向。要加强文化市场监督管理和执法检查，结合文化和旅游工作实际，配合相关部门推出务实举措、做好相关治理工作。

We should vigorously strengthen moral construction, promote literary and art units to carry out professional ethics evaluation, and resolutely resist violations of laws and regulations, immorality and anomie.
