为促进旅游业高质量发展，规范旅游市场经营秩序，深入整治旅游市场“不合理低价游”等突出问题，文化和旅游部近日部署开展未经许可经营旅行社业务专项整治行动。

本次专项整治行动以保障旅游者合法权益、营造旅游市场公平竞争环境为工作目标，将重点整治两类违法违规经营行为：一是以免费旅游、购物（会员）送旅游、旅游赠礼品等名义或者以俱乐部、康养活动等形式招徕旅游者，未经许可经营旅行社业务的违法违规经营行为；二是未经许可，通过互联网开展招徕旅游者等旅行社业务的违法违规经营行为。
