董希源：实施中国美术创作精品工程 推进中国美术走向世界

  为此，他提出了六点建议：一，旗帜鲜明地推进以新时代为主题的美术精品创作工程；二，要重视凝聚全社会美术工作者的智慧和力量；三，要推动出台配套制度、激励措施和文艺政策；四，改进美术院校教学；五，加大宣传力度，重视美术评论；六，大力推动中国美术走出去。

   “其中，美术精品创作工程应以‘走进新时代，实现中国梦’为主题，组织广大美术工作者深入生活、扎根人民，反映新时代中国人民的精神面貌及取得的辉煌业绩。”董希源强调说，“既要发挥体制内画家的重要作用，也要积极引导自由职业画家参与实施美术精品创作工程。”

  他还进一步指出“为更好地发挥行业建设主导作用，团结联系服务广大美术工作者，可由中国文联牵头，认真开展新文艺群体中美术人才专业技术职称评定工作”，并建议“中国美协建立直接联系新文艺群体代表人士制度，建立中国美协新文艺群体代表人士名单库。出台‘人民艺术家’荣誉称号评定授予的相关政策，鼓励和激发广大美术工作者向艺术高峰攀登的热情。”

  对于美术院校的教学工作，董希源认为要“扩大美院办学与培训的力量，改革美术教育摸式，有条件的美术院校应充分利用师资教材等优势，与地方政府的积极性结合起来，加强合作，联手推进，以满足民众对美术教育的需求，提升广大民众的艺术素养和审美追求。”

  在美术评论方面，董希源提出：“加强宣传美术工作者的创作劳动和艺术成果，改进和加强美术评论。正面引导国内外民众对中国美术的审美认知，扩大美术欣赏的广度与深度，引领中国美术发展的主流方向和传播社会正能量。各级展览单位应科学排期，扩大展览，内引外联，国内和国外展览并举，吸引更多的国内外民众自觉参与，创造国际性展览品牌，提升中国美展的美誉度和权威性。”
