1 中国理念成为国际共识 中国方案化为国际行动

1月17日至18日，习近平主席在达沃斯世界经济论坛年会和联合国日内瓦总部发表重要演讲，发出推进经济全球化进程再平衡、共同构建人类命运共同体的时代强音。联合国多项决议纳入构建人类命运共同体理念和共商共建共享原则。中国不仅在“一带一路”国际合作高峰论坛、金砖国家领导人第九次会晤期间推动形成一系列开创性、引领性、机制性重要成果，还在全球治理各个领域提出方案主张。中国国际地位和影响得到历史性提升。

2 美国“退群”折射单边主义  “美国优先”冲击全球治理

1月23日，美国退出跨太平洋伙伴关系协定。之后，美国接连宣布退出气候变化《巴黎协定》，退出联合国教科文组织以及退出《移民问题全球契约》。特朗普政府坚持奉行“美国优先”政策，折射出的单边主义倾向正在扩大其与国际社会在全球治理领域的分歧。这种“退出外交”不仅意味着美国在逐步有选择地放弃国际责任，也给世界局势带来更多不确定性。

3 核导试验军演升级 半岛局势再趋紧张

2月12日，朝鲜试射一枚地对地中远程战略弹道导弹。此后，朝鲜不顾国际社会普遍反对，继续进行核试验和导弹试射。联合国安理会连续通过决议，对朝实施更严厉制裁；同时，呼吁以和平、外交和政治方式解决问题。另一方面，美韩军演动作频频，一再刺激高度敏感的朝鲜半岛局势。12月4日韩国空军与驻韩美军启动两国历史上最大规模的联合空中演习，半岛局势深陷恶性循环。

4 英国“脱欧”艰难推进 欧洲一体化面临考验

英国政府3月29日正式启动“脱欧”程序，经历多轮艰苦谈判，终与欧盟达成“脱欧”第一阶段协议。欧洲一体化被英国“脱欧”撕裂的同时，荷兰、法国、德国、奥地利等多国经历大选，主流政党竭力抵挡右翼民粹主义的冲击，却也被迫收缩了防线。社会利益诉求多元化正使欧洲政治光谱趋于分散化，欧洲一体化进程面临诸多考验。

5 中美元首会晤举世瞩目 致力双边关系稳定发展

4月6日至7日，习近平主席同美国总统特朗普举行海湖庄园会晤，确立了外交安全对话、全面经济对话、执法及网络安全对话、社会和人文对话4个高级别对话机制，实现了中美关系的平稳过渡。11月特朗普访华，两国元首就新时期中美关系发展达成多方面重要共识，战略引领作用凸显。中美关系健康稳定发展成为国际社会普遍期待。

6  卡塔尔遭遇“断交风波” 中东乱局频添动荡

2017年，中东局势因多国交恶，持续动荡。6月，沙特连同多个伊斯兰国家先后宣布与卡塔尔断交，海合会分裂，危机至今无解。12月4日，也门前总统萨利赫在也门内战中身亡。6日美国宣布承认耶路撒冷为以色列首都，触动中东“敏感神经”，引发抗议风波持续发酵。巴以和平进程更加脆弱。

7 南海局势全面缓和  “南海行为准则”框架达成

8月6日至8日举行的中国—东盟外长会议达成“南海行为准则”框架。在11月中旬举行的第三十一届东盟峰会及东亚合作领导人系列会议期间，李克强总理宣布中国和东盟国家启动“南海行为准则”案文磋商。中国同东盟国家恢复并巩固了通过当事国对话协商和平解决争议的共识，推进了地区国家共同制定南海规则的进程。

8 金融危机阴霾渐散 全球经济增长提速

国际货币基金组织（IMF）10月10日发表《世界经济展望报告》，上调了全球经济今明两年增长预期并指出，2017年全球75%的经济体增速都将加快，是金融危机爆发十年来最大范围的增长提速。联合国12月发布的经济报告也指出，2017年全球经济整体出现好转。IMF还预计2017年中国对全球经济增长贡献率将达到34.6%，是全球增长主要支柱。

9 中共十九大胜利召开 为人类贡献智慧方案

10月18日至24日，中国共产党第十九次全国代表大会在北京举行，确立了习近平新时代中国特色社会主义思想的历史地位，明确提出中国特色社会主义进入新时代，并将“推动构建新型国际关系，推动构建人类命运共同体”明确为新时代中国特色大国外交的总目标。中国特色社会主义进入新时代，意味着中国特色社会主义道路、理论、制度、文化不断发展，拓展了发展中国家走向现代化的途径，为解决人类问题贡献了中国智慧和中国方案。

10 “伊斯兰国”战场溃败 反恐形势依然严峻

11月21日，伊拉克总理阿巴迪和伊朗总统鲁哈尼分别宣布，伊拉克和叙利亚境内的极端组织已经被消灭，“伊斯兰国”从军事上被终结。俄罗斯随后也宣布俄军在叙利亚的反恐任务完成并开始撤军。另一方面，极端组织外溢效应不断冲击世界多国，暴力恐袭事件频仍，全球反恐压力不减反增。
