一、高度重视宫颈癌防控工作宫颈癌在女性生殖系统恶性肿瘤中发病率和死亡率都位居前列，同时也是病因明确、癌前病变时间较长、可防可控的癌症。我省高度重视妇女健康，积极开展宫颈癌防控工作。2017-2019年，省财政投入专项资金27119万元，在粤东粤西粤北地区和江门地区的90个县（市、区）开展广东省农村妇女“两癌”免费检查项目，其中宫颈癌检查包括为妇女进行人乳头瘤病毒（HPV）高危亚型检测或HPV高危分型检测，对阳性人群进行相应的宫颈液基细胞学检查、阴道镜检查、组织病理检查。2020-2022年，省财政延续安排专项经费30332万元，在粤东粤西粤北地区及江门市的90个欠发达县（市、区）开展城乡妇女“两癌”免费检查项目，将检查对象从35-64周岁农村妇女扩大至广东省户籍城乡妇女，并增加了费用补助。各地利用报刊、网络、电视、广播等多种媒体多种形式普及妇女“两癌”防治知识，提高了妇女“两癌”防治的意识。2017-2020年，全省项目地区为177万名城乡妇女提供了“两癌”免费检查，对查出的“两癌”患者均能及时干预治疗，帮助广大城乡妇女早发现、早诊断、早治疗，促进妇女健康。

In the 2020-2022 year, the special funds for the provincial fiscal extension were 303 million 320 thousand yuan. 二、积极推动适龄女生HPV疫苗接种工作实施随着HPV预防性疫苗的问世，宫颈癌的综合防控策略已经从最初对适龄妇女定期筛查治疗的二、三级预防，发展到包括对女性进行HPV疫苗接种的一、二、三级预防，通过减少HPV感染，早发现、早诊断、早治疗子宫颈癌前病变，以及对子宫颈浸润癌及时治疗来降低子宫颈癌的疾病负担。我省疫苗管理工作紧紧围绕“四个最严”和“四有两责”要求，坚持重点部署、重点落实，坚持多措并举、综合施策，及时处置突发情况，有效化解风险隐患，维护群众预防接种质量安全。HPV疫苗目前属于自愿自费接种的非免疫规划疫苗，根据《财政部 国家卫生健康委 国家医疗保障局 国家中医药管理局关于印发基本公共卫生服务等5项补助资金管理办法的通知》规定“基本公共卫生服务项目的具体内容，由国家卫生健康委会同财政部，根据深化医药卫生体制改革和有关要求和年度工作任务、卫生健康事业发展规划以及财政预算情况研究确定。”截止目前，国家尚未把HPV疫苗纳入基本公卫服务内容。为进一步落实《健康中国行动（2019-2030年）》及《健康广东行动（2019-2030年）》要求，推进宫颈癌防治工作，逐步实现世界卫生组织倡导的消除宫颈癌的目标，我委积极开展适龄女生人乳头瘤病毒（HPV）疫苗接种工作的调研，推动相关工作。

HPV vaccine is currently a non immunization program vaccine that is voluntarily and at one's own expense. According to the notice of the Ministry of finance, the State Health Commission, the State Medical Security Bureau, and the State Administration of traditional Chinese medicine on printing and distributing the administrative measures for five subsidy funds including basic public health services, the specific contents of basic public health services shall be determined by the State Health Commission in conjunction with the Ministry of finance, According to the deepening of the reform of the medical and health system and the relevant requirements, the annual tasks, the development plan of the health cause, and the financial budget, we will study and determine the plan.
