《关于2020年国民经济和社会发展计划执行情况与2021年国民经济和社会发展计划草案的报告》日前发布。十三届全国人大四次会议3月11日表决通过了关于这个报告的决议，批准了这个报告。报告在2021年国民经济和社会发展计划的主要任务中提出，发展文化、旅游等服务消费，出台实施国民休闲纲要（2021—2035年）。

The report on the implementation of the 2020 national economic and social development plan and the draft 2021 national economic and social development plan was released a few days ago. On March 11, the fourth session of the 13th National People's Congress passed a resolution on the report and approved it. In the main tasks of the national economic and social development plan in 2021, the report proposes to develop the consumption of culture, tourism and other services, and issue and implement the national leisure program (2021-2035).

2021年是我国现代化建设进程中具有特殊重要性的一年，“十四五”开局，全面建设社会主义现代化国家新征程开启，做好经济工作意义重大。报告提出，要激发国内消费潜力。发展健康、文化、旅游、体育等服务消费，推动新业态新模式加快发展，促进线上线下消费融合发展。要加快对外开放高地建设。稳步推进海南自由贸易港建设，推动各项早期政策安排落地实施，推动出台海南自由贸易港法，积极推进国际旅游消费中心建设。要加快发展乡村产业。发展乡村旅游等多元业态。要加强社会公共服务体系建设。推进长城、大运河、长征、黄河等国家文化公园建设，着力打造中华文化重要标志。实施文化保护传承利用工程，加强重要文化遗产和国家公园等重要自然遗产保护利用，推进故宫博物院北院区、国家美术馆等重大文化设施项目建设。促进文化和旅游融合发展，培育世界级旅游景区和度假区、国家级休闲城市和街区。出台实施国民休闲纲要（2021—2035年），推动落实带薪休假制度。

We should develop health, culture, tourism, sports and other service consumption, accelerate the development of new business forms and new models, and promote the integrated development of online and offline consumption. We should speed up the construction of a highland for opening up to the outside world. We should steadily promote the construction of Hainan free trade port, promote the implementation of various early policy arrangements, promote the promulgation of Hainan free trade port law, and actively promote the construction of international tourism consumption center. We should speed up the development of rural industries. The development of rural tourism and other diversified formats. We should strengthen the construction of social public service system. We will promote the construction of national cultural parks such as the Great Wall, the Grand Canal, the long march and the Yellow River, and strive to create important symbols of Chinese culture. We will implement the project of cultural protection, inheritance and utilization, strengthen the protection and utilization of important cultural heritage and national parks, and promote the construction of major cultural facilities such as the north area of the Palace Museum and the National Art Museum. Promote the integrated development of culture and tourism, and cultivate world-class scenic spots and resorts, national leisure cities and blocks. The national leisure program (2021-2035) will be issued to promote the implementation of the paid vacation system.

报告在2020年国民经济和社会发展计划执行情况中指出，消费基础作用进一步增强，积极支持以新业态新模式引领新型消费加快发展，加快培育建设国际消费中心城市，文化和旅游消费、信息消费试点示范有序推进。农村产业融合发展深入推进，休闲观光农业、乡村旅游等新业态蓬勃发展。就业优先政策落细落实，在乡村旅游等社会服务领域开展双创带动就业示范行动，推进返乡入乡创业高质量发展。公共服务补短板强弱项提质量深入推进，长城、大运河、长征等国家文化公园标志性项目建设统筹推进。

In the implementation of the 2020 national economic and social development plan, the report points out that the basic role of consumption will be further enhanced, new business forms and new models will be actively supported to lead the accelerated development of new consumption, the cultivation and construction of international consumption center cities will be accelerated, and the pilot demonstration of cultural and tourism consumption and information consumption will be carried out in an orderly manner. The improvement of public service quality was further promoted, and the construction of national cultural parks such as the Great Wall, the Grand Canal and the long march was promoted as a whole.

报告共设置12个专栏。“落实区域重大战略的重要举措”专栏在“长江经济带发展”部分明确，推动长江沿线城市绿色转型发展，推进历史文化保护与旅游发展；在“黄河流域生态保护和高质量发展”部分明确，系统保护黄河文化遗产。“加强社会公共服务体系建设”专栏在“文化和旅游”部分明确，推动文化和旅游融合与高质量发展，加强国家文化公园标志性项目建设，支持国家重点文物保护和考古发掘。（沈啸）
