2020年是极不平凡的一年，突如其来的新冠肺炎疫情给各行各业造成严重冲击。全国人大代表、政协委员深入一线，倾听干部群众心声，为团结抗疫、纾困解难、恢复发展、共促小康奔走忙碌，其中有不少是为文化和旅游发展多方走访调研，收集意见建议，有的结合自己的研究思考形成了较为成熟的想法，准备在今年两会上提出。

Deputies to the National People's Congress and members of the Chinese people's Political Consultative Conference went to the front line to listen to the voice of the cadres and the masses. Some of them formed mature ideas based on their own research and thinking, and prepared to put forward them at this year's NPC and CPPCC sessions.

“去年全国两会闭幕后，我参加了省、市组织的一些专题调研以及专家学者座谈会，对地方‘十四五’规划提出意见建议。”全国人大代表、无锡灵山文化旅游集团董事长吴国平表示，疫情防控常态化下，他赴北京、山东等地，与旅游主管部门、行业协会、旅游企业进行对接沟通，进一步了解旅游业复工复产阶段的痛点、难点、需求点，了解行业诉求，形成了“进一步助推旅游业全面振兴”的建议。

全国人大代表、湖南省湘绣研究所新蕾刺绣部主任成新湘，履职期间着重关注非遗传承与保护。2020年11月至12月，成新湘先后对湖南省湘绣研究所等10家传统工艺美术企业实地调研，征集有关数据及面临的主要困难及建议，并将行业和企业面临的典型问题提交给主管部门，同时积极向全国人大提交相关建议。2021年1月15日，成新湘到浏阳考察、调研非遗工作，听取、征集各界有关非遗的意见建议，通过座谈了解国家级非遗代表性项目浏阳花炮制作技艺传承发展存在的困难,对苗医药二十四脉诊、湘绣等非遗的传承和保护状况进行了调研，与代表性传承人进行了深入交流。

On January 15, 2021, Cheng Xinxiang visited Liuyang to investigate the intangible cultural heritage work, listened to and solicited opinions and suggestions from all walks of life on the intangible cultural heritage. Through the discussion, he understood the difficulties existing in the inheritance and development of Liuyang fireworks production technology, a representative national intangible cultural heritage project. He investigated the inheritance and protection of Miao medicine 24 pulse diagnosis, Xiang embroidery and other intangible cultural heritage, and had in-depth exchanges with the representative inheritors.

成新湘2018年当选全国人大代表以来积极履职，先后提交了关于保护非物质文化遗产与传统工艺的建议8项。其中，《关于推进“非遗进校园”工作常态化 全面加强青少年人文教育和劳动教育的建议》被教育部采纳，全国非遗保护工作者和广大传承人为此纷纷点赞。

“2020年，我着重关注了南岭国家公园建设，我和同事们一起深入粤北山区，进村入户，与村民面对面交流。同时，与当地政府工作人员、企业界代表展开座谈。通过走访和交流，我关注到，自然保护地特许经营制度仍需要进一步建立健全。”全国人大代表、广东省城乡规划设计研究院副总工程师熊晓冬说。当前，广东正积极推动自然保护地建设管理工作。“山区的原住民对南岭国家公园建设是积极支持的，对于生态环境保护也是十分认可的。同时，他们希望能更多地参与其中，而不是仅仅拿一些生态补偿，比如在政策允许的范围内开展旅游经营，实现相对稳定的就业增收。”熊晓冬说。

今年是陕西省戏曲研究院党委书记、院长李梅从艺四十周年。2月25日至26日，“秦腔表演艺术家李梅从艺四十周年专场演出暨收徒传承晚会”在陕西省戏曲研究院剧场举行。在线上线下观众的共同见证下，李梅收徒23人。作为全国政协委员，李梅的履职重点一直是传承戏曲艺术，培养戏曲人才。多年来，她深入调研，先后提交了多个提案，利用一切机会宣传、推介戏曲艺术。此外，她还积极参加政协双周协商座谈会或远程协商会，提交了《大力开发戏曲文化旅游——助力文旅融合繁荣发展》的建议。“只有保证戏曲传承后继有人，才能在最大程度上做好代际传承，让繁荣发展戏曲艺术具有深远的历史、文化意义。”李梅说。

“今天继续进村开展工作，一直到大年初三才出来”“天还没亮，开始今天的工作”……全国政协委员、普米族歌手、国家一级演员茸芭莘那的微信朋友圈里，一段段温情脉脉的文字、一张张风尘仆仆的照片，记录了她履职路上的点点滴滴。多年来，茸芭莘那的履职重点一直是人口较少民族的传统文化保护。2018年，她同国家图书馆中国记忆项目中心团队一起策划了“中国人口较少民族口头传统典藏计划”，主要以田野调查、录音录像的方式，记录28个人口较少民族的口头传统文化。2019年，“云南省人口较少民族口头传统典藏计划”立项，覆盖云南省8个人口较少民族。今年春节，茸芭莘那回到老家云南怒江，拍摄普米族“吾昔节”习俗，在一场场拍摄记录中度过了别样的春节，却丝毫不言辛苦。

从2008年至今，甘肃省临夏州积石山县高赵家拱北教长马邦河已经担任全国政协委员13年。其间，他向全国两会提交了118件提案，多件提案内容涉及乡村振兴、文化和旅游发展。去年，马邦河应邀参加全国政协召开的“发挥文化建设在实施乡村振兴战略中的作用”专题协商会，并在北京主会场作了题为《以民族文化助推民族地区乡村振兴》的发言，提出了“批准保安腰刀非物质文化遗产标识使用权”“鼓励有条件的乡村建设地方性文化公园、文化长廊或地质公园”等建议。这些建议得到全国政协和国家相关部委的重视及承办。

写日记是全国政协委员、洛阳师范学院院长梁留科坚持了30多年的习惯，这个习惯记录了他履职的大事小情。去年全国两会期间，梁留科一共写了7篇全国两会履职日记，记录下参会感受以及对旅游、教育等领域相关问题的思考。“写日记可以对日常生活、工作中遇到的问题提炼、总结，我的许多调研报告和提案选题得益于日记的积累和启发。”谈及今年全国两会的提案，多年在古都洛阳工作的梁留科说，他将从实践层面继续关注黄河文化保护传承弘扬，带来“推进黄河文化遗产系统保护 全方位打造黄河古都旅游带”的相关建议。(李志刚 李凤 崔哲)
