12月7日，国家文物保护利用示范区创建工作推进会在京召开。第一批国家文物保护利用示范区创建地区即北京市海淀区、辽宁省大连市旅顺口区、上海市杨浦区、江苏省苏州市、四川省广汉市、陕西省延安市人民政府作专题汇报。国家文物局局长刘玉珠出席会议并发表讲话，国家文物局副局长关强主持会议并作总结讲话。

Special reports were given by the people's governments of the first batch of national cultural relics protection and utilization demonstration zones, namely Haidian District of Beijing, Lushunkou District of Dalian City, Liaoning Province, Yangpu District of Shanghai City, Suzhou City of Jiangsu Province, Guanghan City of Sichuan Province and Yan'an City of Shaanxi Province. Liu Yuzhu, director of the State Administration of cultural relics, attended the meeting and delivered a speech. Guan Qiang, deputy director of the State Administration of cultural relics, presided over the meeting and made a concluding speech.

建设国家文物保护利用示范区，是党中央、国务院部署的加强文物保护利用改革重要任务。刘玉珠表示，在相关各级党委政府和各地文物部门高度重视、积极参与下，第一批国家文物保护利用示范区创建工作全面推进，取得显著进展。

刘玉珠对做好国家文物保护利用示范区创建工作提出明确要求。要坚持守正创新，守正是基础，创新是关键，着力打造文物合理利用新名片；坚持深化改革，瞄准文物保护利用改革面临的全局性难点痛点，动真碰硬、率先破解；坚持系统集成，系统保护文物本体、历史环境、文化氛围和城市肌理；坚持融合发展，将文物保护利用与社区再造、民生改善、城市更新有机融合。要处理好保护与发展的关系、改革与发展的关系、共性与个性的关系，在确保文物本体严格保护、文物价值彰显延续基础上，实现文物保护和经济社会发展“鱼与熊掌兼得”；运用改革思维、改革办法，解决文物管理体制机制、社会力量参与等发展问题；做好文物安全、文物机构队伍建设的“必答题”，各有侧重开展差别化改革创新。刘玉珠强调，创建国家文物保护利用示范区关键在于当地党委政府，要切实担负主体责任，在制度保障、政策供给上确有突破；省级文物部门要更好承担统筹指导责任，大力推动当地党委政府解决深层次问题；国家文物局各司室要全面加大支持力度，优化相关制度安排和政策举措。

Liu Yuzhu stressed that the key to creating a national cultural relics protection and utilization demonstration zone lies in the local Party committee and government, which should earnestly shoulder the main responsibility and make a breakthrough in the system guarantee and policy supply; the provincial cultural relics departments should better undertake the overall guidance responsibility and vigorously promote the local Party committee and government to solve deep-level problems; all departments of the State Administration of cultural relics should comprehensively increase support and optimize relevant systems Arrangements and policy initiatives.

关强要求，各地要抓紧修改完善国家文物保护利用示范区建设实施方案，进一步加强价值挖掘、找准定位，凝练创建主题，谋划首创性、先行性创建任务；进一步深化方案、重在破题，确保创建工作主攻方向有实质进展、趟出改革路径；进一步压实责任、确保落实，建设实施方案经审核同意后将以市县级人民政府名义公开发布，接受全社会监督。
