11月1日，2020年全国艺术创作工作会议在四川省成都市召开，会议总结2019年以来艺术创作工作，部署下一阶段重点任务。文化和旅游部党组书记、部长胡和平出席会议并讲话，文化和旅游部党组成员、副部长李群，四川省委常委、宣传部部长甘霖出席会议。

胡和平指出，2019年以来，文化和旅游系统紧紧围绕举旗帜、聚民心、育新人、兴文化、展形象的使命任务，推动舞台艺术和美术事业繁荣发展，艺术创作取得显著进展，顶层设计进一步加强，环境和生态不断向好；工作机制更加健全，组织化程度进一步提高；作品整体水平明显上升，艺术精品不断涌现；艺术评价更加多元，评论体系日趋完善；培养扶持力度持续加强，文艺人才队伍不断壮大。

胡和平强调，文化和旅游系统要认真学习贯彻党的十九届五中全会精神，不断提高艺术创作质量和水平。要认真学习贯彻习近平总书记关于文艺工作的重要论述精神，坚持正确政治方向，主动与2035年基本实现社会主义现代化远景目标和“十四五”时期经济社会发展主要目标对标对表。要坚定文化自信，牢牢把握社会主义先进文化前进方向，把文化建设摆在更加突出的重要位置，促进满足人民文化需求和增强人民精神力量相统一，推进社会主义文化强国建设。要与时代同行，讴歌伟大时代，围绕主题主线抓好文艺创作，全力实施庆祝中国共产党成立100周年舞台艺术精品创作工作和国家主题性美术创作项目。要坚持以人民为中心，从群众中来，到群众中去，把满足人民精神文化需求作为文艺和文艺工作的出发点和落脚点，在服务人民中砥砺从艺初心。要树立精品意识，注重作品质量，多出精品，多出人才，凝聚起实现伟大梦想的磅礴力量。要进一步加强艺术规划，加大组织化程度，尊重艺术规律，培养领军艺术人才。要深入生活、扎根人民，引导和鼓励艺术院团和艺术家从生活中汲取艺术营养，激发创作灵感，进行艺术升华。要创新艺术创作方法，促进线上线下融合，把挑战转化为机遇，加强艺术科技工作，引领未来发展方向。要做好“十四五”时期艺术创作规划，精心设计一批重大工程、重大项目、重大举措。要推动国有文艺院团深化改革，激发艺术创作活力。要大力加强文艺评论工作，营造良好评论生态，充分发挥引导作用。要加强组织领导，提供坚强保障，努力开创新时代艺术创作工作新局面。
