俄罗斯文化部副部长阿拉·马妮洛娃对外发布消息称，由于以中国游客为主的外国游客大量涌入，圣彼得堡南部的“皇村”（又名普希金城，俄罗斯著名旅游景点）人满为患，进入红色危险等级。

On September 25, 2019, Russian Deputy Minister of culture ala manilova announced that due to the influx of foreign tourists mainly from China, the "Huangcun" (also known as Pushkin City, a famous Russian tourist attraction) in the south of St. Petersburg is overcrowded and has entered the red danger level.

马妮洛娃表示，近一段时间，俄罗斯文化部不断收到针对“皇村”的游客投诉。造访这处名胜的俄罗斯游客表示，他们好不容易抵达“皇村”后，却没法进入博物馆参观——因为这里到处都是中国旅行团。

Manilova said that in recent years, the Russian Ministry of culture has received complaints from tourists against "Huangcun". Russian tourists visiting the site said they could not enter the museum after arriving at the "Huangcun" because there were Chinese tour groups everywhere.

普希金城博物馆本身的游客接纳量有限，无法增加额外的负担。故此，俄罗斯文化部只能要求相关管理部门介入，适时调整有意参观博物馆的外国游客数量，譬如规定一周内允许中国游客参观“皇村”的天数。

The Pushkin city museum itself has a limited number of visitors and cannot add to the additional burden. Therefore, the Russian Ministry of culture can only ask the relevant administrative departments to intervene and timely adjust the number of foreign tourists who intend to visit the museum, such as stipulating the number of days allowed for Chinese tourists to visit the "Huangcun" in a week.

马妮洛娃副部长强调，加强监管和调控是必须的，俄罗斯的旅游景点首先应该满足俄罗斯公民的探访需求。“皇村”的博物馆应该建立一种游客到访制度，将参观份额合理的分配给外国公民。只有这样，才能改善当前俄罗斯游客进入叶卡捷琳娜宫参观的难度。

Deputy Minister manilova stressed that it is necessary to strengthen supervision and control, and the tourist attractions in Russia should first meet the visiting needs of Russian citizens. The Museum of "Huangcun" should establish a visitor visiting system, and distribute the visiting share to foreign citizens reasonably. Only in this way can we improve the difficulty of Russian tourists entering yekaterina palace.

“皇村”管理处表示，最晚2020年，他们将引入根据护照出售参观票的电子门票系统，这有助于安排俄罗斯游客和外国游客进入博物馆参观的时间。以“皇村”中的叶卡捷琳娜宫为例，安全起见，叶卡捷琳娜宫可同时允许800名游客进入参观，目前游客排队参观博物馆的平均等候时间是4个小时。

"Huangcun" management office said it would introduce an e-ticket system for selling visiting tickets based on their passports by 2020 at the latest, which will help arrange the time for Russian and foreign tourists to enter the museum. Take the yekaterina palace in the "Huangcun" as an example. For safety reasons, the palace can allow 800 visitors to visit at the same time. At present, the average waiting time of tourists queuing up to visit the museum is 4 hours.

俄罗斯旅行社协会公布的数据显示，前往俄罗斯旅游的外国人数量与去年相比，增加了24.97％。前往莫斯科、圣彼得堡参观的外国游客，主要来自中国和德国。

According to the data released by the Russian Association of travel agencies in August, the number of foreigners visiting Russia in the first half of 2019 increased by 24.97% compared with last year. Foreign tourists to Moscow and St. Petersburg are mainly from China and Germany.
