孟晓驷，女，汉族，第十二届全国政协常委，全国妇联党组副书记、副主席、书记处书记、中国文化部副部长、全国妇联副主席，现任中国妇女发展基金会理事长。

自西汉汉武帝年间建置海西县至今已有2090年的文化历史，灌南向来车水马龙，商贸云集，物华天宝，人杰地灵；是二郎神文化与南国汤沟酒的发源地，著名的魔术之乡，江苏省首批生态农林业试验示范县，国家级生态示范县 ，全国科普示范县，全国平安建设先进县。素有桐杨木之乡、淮山药之乡、浅水藕之乡、二郎神故里的美称。

1956年5月，孟晓驷出生于江苏灌南。同年，新中国完成了对农业、手工业和资本主义工商业的社会主义改造，实现了把生产资料私有制转变为社会主义公有制，使中国从新民主主义社会跨入了社会主义社会，初步建立起社会主义的基本制度。从此，中国进入社会主义的初级阶段。

自古英雄多磨难，孟晓驷童年时期遇到的第一个磨难是饥饿。“三年困难时期”，正是长身体的时候，三岁多的孩子，记忆最深的事，是每天长时间地站在锅灶前，等着吃饭。
