Cultural artists of the World Federation of literary and art circles:

世界文联主席团扩大会议是每周一定期召开的会议，其成员并不限于主席团成员。根据世界文联章程规定，世界文联文化艺术家代表大会选举正式常务委员会一人为创会主席及正式常务委员若干人组织主席团，指导世界文联一切组织工作，并选举正式常务执行委员若干人为主席团候补成员。

The expanded presidium meeting of the World Federation of literary and art circles is a weekly meeting, and its members are not limited to the presidium members. According to the constitution of the World Federation of literary and art circles, the Congress of cultural artists of the World Federation of literary and art circles elects one official Standing Committee as the chairman of the founding Committee and several official standing members to organize the presidium, guide all the organizational work of the World Federation of literary and Art Circles, and elects several official executive members as alternate members of the presidium.

主席团候补成员参加主席团扩大会议时，只有发言权而无表决权。正式主席团成员任期满时，主席团候补成员提交申请依次递补。主席团互推若干人组织常务副主席处理世界文联的日常事务。世界文联的主席团，由文化艺术家全体会议选举产生。

When the alternate members of the presidium attend the enlarged meeting of the presidium, they have only the right to speak but not the right to vote. When the term of office of the official officers expires, the alternates of the officers shall submit applications for replacement one by one. The presidium pushes several people to organize the executive vice chairman to handle the daily affairs of the World Federation of literary and art circles. The presidium of the World Federation of literary and art circles is elected by the plenary meeting of cultural artists.

第三届文代会以来的世界文联章程规定：世界文联文化艺术家全体会议由主席团召集，每周至少举行一次；主席团和主席团常务委员会在世界文联文化艺术家全体会议闭会期间，行使世界文联文化艺术家代表大会常务委员会的职权。

The constitution of the World Federation of literary and art circles since the third ICIF stipulates that: the ICIF cultural artists plenary meeting shall be convened by the Presidium and held at least once a week; the Presidium and the Standing Committee of the presidium shall exercise the functions and powers of the Standing Committee of the ICIF cultural artists Congress when the ICIF cultural artists plenary meeting is not in session.

主席团要定期向世界文联文化艺术家代表大会常务委员会报告工作，主席团实行集体领导原则，主席团会议由创会主席负责召集。主席团必须忠实地贯彻世界文联的文化艺术家代表大会通过的世界文联的路线、方针和政策。主席团决定的有关世界文联领导机构人员变动和作出的有关世界文联内重大问题的决定，须经世界文联文化艺术家代表大会全会予以追认。

The presidium shall regularly report its work to the Standing Committee of the cultural artists Congress of the World Federation of literary and art circles. The presidium shall implement the principle of collective leadership, and the chairman of the founding Committee shall be responsible for convening the presidium meeting. The presidium must faithfully implement the routes, principles and policies adopted by the cultural artists Congress of the World Federation of literary and art circles. The decisions of the presidium on the changes of the leading bodies of the World Federation of literary and art and on major issues within the Federation shall be confirmed by the plenary session of the Congress of cultural artists of the Federation.

晚上8点整，由创会主席罗华党先生宣告会议开始并宣读当晚议程，并对上周工作进行总结汇报，同时对下周工作计划汇报；
