根据世界文联第一次代表大会通过的《世界文联章程》的有关条款，并参照世界各国文艺协会发展会员的相关细则，现制定以下标准，供申请新会员时作参照。
In accordance with the relevant provisions of the constitution of the World Federation of literary and art circles adopted by the first Congress of the World Federation of literary and art circles and with reference to the relevant rules for the development of members of literary and art associations all over the world, the following standards are hereby formulated for reference when applying for new members.
总 则
General provisions
凡申请加入世界文联的人员，须具有世界各国公民合法身份，赞成本会章程，具有较高的文化素养，在世界各地工作和生活的，对本地区文艺建设能够发挥一定作用的文艺家、文艺工作者及相关人员。
Those who apply to join the World Federation of literary and art circles must have the legal status of citizens of all countries in the world, agree with the constitution of the association, have high cultural literacy, work and live all over the world, and can play a certain role in the literary and artistic construction of the region.
会员标准细则
Membership standard rules
符合下列条件之一者，可申请入会
Those who meet one of the following conditions can apply for membership
一、文艺创作、理论和表演领域
1、 Literary and artistic creation, theory and performance
1、在各国省市级以上举办的重大专业性比赛前三名获得者（包括国际专业比赛获奖者、国家级专业比赛三等奖以上获得者）。
1. The top three winners of major professional competitions held at or above the provincial and municipal levels in various countries (including winners of international professional competitions and winners of more than the third prize of national professional competitions).
2、词、曲创作具有一定水准，在各国省市级以上的专业刊物上发表过多首作品，并有一定的影响者。
2. The creation of Ci and Qu has a certain level. Many works have been published in professional journals above the provincial and municipal levels in various countries and have a certain influence.
3、在各国省市级以上的专业出版社出版过理论专著，多次在各国省市级报刊、杂志发表过有价值、有影响的学术论文、评论文章并有一定影响者。

4、在各国专业文艺团体中担任主要业务骨干者；或由各国省市级以上单位主办的个人作品文艺会并得到好评者（附评论）。

5、具有较高艺术水平和修养，得到社会承认并有代表性的业余文艺工作者和民间艺人（包括文艺类非物质文化遗产传承人）。

6、有相关专业本科毕业五年以上或中级以上职称，并在各国相关专业领域内有一定影响力的文艺专业人员。

二、文艺教育与群众文艺工作和编辑出版领域
2、 Literature and art education and mass literature and art work and the field of editing and publishing
1、在专业艺术院校、相关教育机构从事文艺教育工作，具有相关专业本科毕业五年以上或中级以上职称，且在教学上有显著贡献，具有代表性的文艺教师。

He is a representative teacher of literature and art who has been engaged in literature and art education in professional art colleges and relevant educational institutions, has graduated from relevant majors for more than five years or intermediate titles, and has made significant contributions to teaching.
2、从事群众文艺工作，具有相关专业本科毕业五年以上或中级以上职称，且成绩显著的群众文艺活动组织者。

3、在广播、电视、报刊和出版等单位担任编辑、记者，具有中级以上职称并对文艺评论、文艺活动报导、文艺书刊出版等工作有较大贡献和一定影响者。

三、其他

1、在各国文化系统中担任部门以上领导且对文艺工作有显着贡献者。
1. He has served as a leader above the department level in the cultural systems of various countries and has made significant contributions to literary and artistic work.
2、在各国从事文艺资料、文艺科研、音响、乐器制造等方面工作，具有中级以上职称，有一定贡献并为专业界承认的专业工作者。

He is a professional worker who is engaged in literature and art materials, literature and art scientific research, sound, musical instrument manufacturing and other work in various countries, has an intermediate title or above, has certain contributions and is recognized by the professional community.
3、从事文艺演出工作，在文艺组织工作方面有杰出成绩和社会影响者，对推动文艺演出和繁荣文艺文化市场做出显著贡献者。
3. Those who are engaged in literary and artistic performances, have outstanding achievements and social influence in literary and artistic organization, and make significant contributions to promoting literary and artistic performances and prospering the literary and cultural market.
四、转会
4、 Transfer
1、如工作调动等原因欲把会籍转入上海者，原则上应仍在文艺工作岗位上并有完备的转会手续（原地文艺协会的转会证明及有关材料）。
1. If you want to transfer your membership to Shanghai for reasons such as job transfer, in principle, you should still be in the literary and art work post and have complete transfer procedures (transfer certificate and relevant materials of the local literary and Art Association).
2、具备的条件应与本会的要求基本相符，如差距大者不予转会。
2. The conditions should be basically consistent with the requirements of the club. If there is a big gap, no transfer will be made.
