这两天,百度公司董事长李彦宏在某论坛上的“中国用户对隐私问题没有那么敏感,愿意用隐私换效率”之说,引来不少质疑。虽然这样的判断有着具体语境,他还谈到了对个人信息的法律保护、使用原则等,但这样的表述引来质疑,本身就说明公众对个人信息问题并非不敏感,而是“高度敏感”的。
的确,随着大数据时代的到来,人们对于包括个人隐私在内的个人信息安全,重视程度正在与日俱增。上网购物,电商可以根据你的浏览痕迹,精准地向你推送产品和广告;注册了某网站账户,从此不断地收到骚扰短信;从婴儿用品到学前教育,推销电话和孩子成长一起“升级”……很多人日常生活中常常会遇到的困扰,都与个人信息被泄露有关。可以说,对于个人信息,公众并非“不敏感”,而是已经成为了互联网时代的核心关切之一。
而且,客观地说,隐私保护和效率提升,完全可以并行不悖。为了使工作生活更便利,我们难免需要让渡一些个人信息,比如授权给一些应用软件来掌握个人账户名和密码,以便查询公积金等。但从本质上看,这是建立在充分信任基础上的授权,而非为了贪图一时便利不得不做出的“交换”。事实也证明,哪些企业在保护消费者个人信息方面有更细致、贴心的服务,用户就倾向于使用他们的产品。而那些不注重用户个人信息保护的企业,也都会遭遇信任危机。从去年底支付宝年度账单授权漏洞事件,到今年海外社交网站脸书5000万用户数据泄露事件,都说明了这一点。随着大众个人信息保护意识的觉醒,在个人信息保护上不思进取、企图继续钻空子的企业,迟早会被市场淘汰。
其实,不管技术发展到哪一步,企业收集和使用个人信息,必须征得消费者同意,尊重消费者知情权的基本底线不能突破。从现阶段来看,中国不少企业保护用户信息的意识,还是比较薄弱的。这里面有商业伦理淡薄、职业道德弱化的问题,也有缺乏有效监管的原因。有专家就指出,对个人信息安全的管理权,目前分散在工信、工商、公安等部门,但都管得不彻底。如何改变这种尴尬局面,让监管更加精准,促使隐私保护落到实处,是下一步我们需要重点解决的问题。
有学者曾断言,个人隐私是“尊重、友谊、爱、信任和个人自由的根本”,同时也是“在互联网和现实两个社会里维持文明与尊严的基本方式”。希望通过此次讨论,有更多企业能认识到,没有隐私保护,一切无从谈起,为用户量身定制个人信息安全防护网,才是通向未来的必经之路。
