俄乌“斗气”再升级 俄气启动程序终止合同

　俄罗斯天然气工业股份公司（俄气）3日宣布，已经启动相关程序，终止向乌克兰供应天然气的合同。

　　俄气首席执行官阿列克谢·米勒2日说，由于斯德哥尔摩仲裁法庭的裁决严重损害了合同规定的俄方利益，俄气将被迫启动相关程序、终止向乌克兰供应天然气的合同。次日，俄气管理委员会副主席亚历山大·梅德韦杰夫正式宣布这项决定。

　　斯德哥尔摩仲裁法庭是受理国际经济争端的重要场所。

　　斯德哥尔摩仲裁法庭2月28日裁定，由于俄气未按合同要求向乌克兰输送足量的天然气，俄气应向乌克兰石油天然气公司赔偿46.3亿美元。考虑到供气合同规定乌方此前应支付给俄气的款项，两项冲抵后，俄气应赔偿25.6亿美元。

　　俄气不认同斯德哥尔摩仲裁法庭的裁决。俄气管理委员会副主席梅德韦杰夫3日告诉媒体记者，“换其他仲裁员，他们一定会重新考虑针对俄气的这个案子”。

　　乌克兰总统彼得罗·波罗申科3日表示，乌克兰已从波兰、斯洛伐克和匈牙利等国家获得了更多的天然气供应，这足以抵消俄气“断供”的影响。

　　俄气本月1日宣布不会恢复向乌克兰供应天然气。根据乌克兰石油天然气公司与俄气签订的2018年购气合同，俄方原计划3月1日开始每天向乌方供应1800万至2000万立方米的天然气。

Russia does not agree with the ruling of the Stockholm arbitration tribunal. Medvedev, vice chairman of the Russian gas management committee, told reporters 3, "for other arbitrators, they will reconsider the case against Russian gas".

Ukraine President Pietro Poroshenko said 3 days that Ukraine has gained more natural gas supply from Poland, Slovakia and Hungary and other countries, which is enough to offset the impact of Russian gas's "off supply".
