把教书育人作为教育人才评价核心内容

近日,中共中央办公厅、国务院办公厅印发了《关于分类推进人才评价机制改革的指导意见》,并发出通知,要求各地区各部门结合实际认真贯彻落实。《指导意见》提出,健全教育人才评价体系。坚持立德树人,把教书育人作为教育人才评价的核心内容。

《指导意见》指出,人才评价是人才发展体制机制的重要组成部分,是人才资源开发管理和使用的前提。当前,我国人才评价机制仍存在分类评价不足、评价标准单一、评价手段趋同、评价社会化程度不高、用人主体自主权落实不够等突出问题,亟须通过深化改革加以解决。

《指导意见》强调,要加快形成导向明确、精准科学、规范有序、竞争择优的科学化社会化市场化人才评价机制,建立与中国特色社会主义制度相适应的人才评价制度,努力形成人人渴望成才、人人努力成才、人人皆可成才、人人尽展其才的良好局面,使优秀人才脱颖而出。

《指导意见》就分类健全人才评价标准,改进和创新人才评价方式,加快推进重点领域人才评价改革,健全完善人才评价管理服务制度等方面的工作提出了具体意见。

《指导意见》就健全教育人才评价体系提出了明确要求,提出要坚持立德树人,把教书育人作为教育人才评价的核心内容。

深化高校教师评价制度改革,坚持社会主义办学方向,坚持思想政治素质和业务能力双重考察、全面考核和突出重点相结合,注重对师德师风、教育教学、科学研究、社会服务、专业发展的综合评价。坚持分类指导和分层次评价相结合,根据不同类型高校、不同岗位教师的职责特点,分类分层次分学科设置评价内容和评价方式。突出教育教学业绩评价,将人才培养中心任务落到实处,要求所有教师都必须承担教育教学工作,建立健全教学工作量评价标准,落实教授为本专科生授课制度,加强教学质量和课堂教学纪律考核。

适应现代职业教育发展需要,按照兼备专业理论知识和技能操作实践能力的要求,完善职业院校(含技工院校)“双师型”教师评价标准,吸纳行业、企业作为评价参与主体,重点评价其职业素养、专业教学能力和生产一线实践经验。

适应中小学素质教育和课程改革新要求,建立充分体现中小学教师岗位特点的评价标准,重点评价其教育教学方法、教书育人工作业绩和一线实践经历。严禁简单用学生升学率和考试成绩评价中小学教师。

此外,《指导意见》提出要保障和落实用人单位自主权。尊重用人单位主导作用,支持用人单位结合自身功能定位和发展方向评价人才,促进人才评价与培养、使用、激励等相衔接。合理界定和下放人才评价权限,推动具备条件的高校、科研院所、医院、文化机构、大型企业、国家实验室、新型研发机构及其他人才智力密集单位自主开展评价聘用(任)工作。防止人才评价行政化、“官本位”倾向,充分发挥学术委员会等作用。

It is strictly forbidden to evaluate primary and secondary school teachers with students' higher rate and test results.


In addition, the guiding opinion proposes to guarantee and implement the autonomy of the employer. We should respect the leading role of employers and support employers to evaluate talents in combination with their own function orientation and development direction, so as to promote talent evaluation and training, use and incentive. We should reasonably define and delegate the right of evaluation of talents, and promote qualified universities, research institutes, hospitals, cultural institutions, large enterprises, national laboratories, new R & D institutions and other intellectual talents intensive units to carry out the evaluation of employment. To prevent the administration of personnel evaluation and the tendency of "official standard", we should give full play to the role of the academic committee.
