促进国家开放大学建设再上新台阶

党的十九大是在全面建成小康社会决胜阶段、中国特色社会主义进入新时代的关键时期召开的一次十分重要的大会。十九大报告对教育领域工作提出了新任务新要求，特别是“落实立德树人根本任务”“推进教育公平”“实现高等教育内涵式发展”“办好网络教育”“办好继续教育，加快建设学习型社会，大力提高国民素质”，更是对推进国家开放大学建设发展提出了明确要求。我们要深入学习宣传贯彻党的十九大精神，认真落实教育部部长陈宝生在传达学习党的十九大精神大会上提出的六点要求，以敢啃硬骨头、敢于挑重担的精神，积极推进国家开放大学建设和发展，为决胜全面建成小康社会，实现中华民族伟大复兴中国梦作出新的贡献。

进入中国特色社会主义新时代，我们要明确新思路、谋划新举措，进一步凝心聚力，以促进全民终身学习为宗旨，以提升质量为核心，继续深化国家开放大学改革，为促进学习型社会建设，促进教育公平，提高国民素质作出新贡献。

一、坚持以立德树人为中心，全面深化教育教学改革

五、落实中央和教育部要求，加快实施教育精准扶贫工作

在大力推进完成好国家开放大学“长征带”教育精准扶贫工作、教育援藏、援疆的基础上，围绕深度贫困地区尤其是“三区三州”扶贫工作要求，进一步加大扶贫工作力度，制定扶贫计划，加大投入。加大对南疆援助力度，建设双语教学资源平台，开展干部交流和教师培训。为新疆、西藏各地州全面配备云教室，共享优质师资和课程。

落实中央和教育部要求，实施新型产业工人培养计划，提供学历非学历教育服务，提升产业工人综合素质与专业技能。建设海外学习中心，围绕国家“一带一路”，推广中国文化走向世界。与中央军委训练管理部职业教育局合作，共同面向全军士官开展远程教育。加强老年教育，开设一批新的老年教育专业，开展适应老年人学习需要的教育服务项目，推动国家健康艺术养老体验示范项目立项建设工作。

七、坚持党的领导，全面加强党的建设
