借力一带一路,东盟旅游业谋求“弯道超车”
2018年东盟旅游论坛近日在泰国清迈举行,其间还举行了东盟国家旅游组织会议、东盟旅游部长会议、东盟旅游推介及大型展会等。来自东盟及大湄公河流域各国的旅游部门官员、业界代表以及媒体人士参加系列会议。与会人士认为,东盟各国应加快旅游市场一体化步伐,并加强在旅游业领域和中国“一带一路”建设的对接。
2016年,东盟10国旅游部长在菲律宾首都马尼拉共同发布《东盟旅游战略规划(2016—2025)》,为东盟未来10年旅游市场的一体化绘制了蓝图。最新数据显示,预计2017年东盟国家共接待国际游客1.25亿人次,超出原先目标。
泰国旅游和体育部长威拉萨对记者说,本次论坛根据《规划》通过了2018—2019年工作计划。东盟致力于整合区域旅游资源,将东盟打造成一个独立的整体旅游市场。
本次论坛邀请包括中国在内的5个非东盟国家作为对话伙伴。中国—东盟中心秘书长杨秀萍在发言中表示,旅游是中国—东盟关系的亮点,双方游客互访人次屡创新高,为深化互利合作、促进民心相通发挥了至关重要的作用。中国游客目前已成为东盟旅游主力。其中,中国已成为泰国、越南、印度尼西亚、柬埔寨的最大旅游客源国,成为新加坡的第二大旅游客源国。
泰国旅游和体育部数据显示,2017年赴泰旅游的中国游客量超过980万人次,在外国游客中占比最高,为泰国带来超过5200亿泰铢(约合1047亿元人民币)的收入,同比增长15.78%。2017年前8个月,中国赴菲律宾游客数量达到64.14万人次,占外国游客总数的14.35%。
东盟国家普遍拥有丰富的旅游资源,但这些国家在提升旅游基础设施和服务的过程中还需要资本、技术和理念的支持。东盟国家普遍认为,未来将《规划》落实与“一带一路”建设紧密结合,是实现东盟旅游业“弯道超车”的关键。
泰国开泰银行高级副总裁蔡伟才在接受本报记者采访时表示,去年旅游业成为泰国经济发展的亮点。目前,泰国政府正在积极调整相关政策,配合中国提出的“一带一路”倡议,推动本国旅游业稳健发展。中泰两国也可以通过旅游业来加强文化交流,这对深化两国友好关系非常重要。

According to the data of Thailand tourism and sports department, the number of Chinese tourists to Thailand in 2017 exceeded 9 million 800 thousand, which accounted for the highest proportion among foreign tourists, and brought more than 520 billion baht (104 billion 700 million yuan) revenue to Thailand, an increase of 15.78% over the same period last year. In the first 8 months of 2017, the number of visitors to Philippines reached 641 thousand and 400, accounting for 14.35% of the total number of foreign tourists.
ASEAN countries generally have abundant tourism resources, but these countries also need capital, technology and idea support to improve their tourism infrastructure and services. Thailand Kaitai Bank Senior Vice President Cai Weicai said in an interview with this reporter last year, tourism has become a bright spot in the economic development of Thailand.
