普京阐述俄罗斯未来国家发展目标

本报莫斯科12月24日电  （记者曲颂）23日，俄罗斯总统普京在统一俄罗斯党第十七次代表大会上指出，俄罗斯下一步面临的主要任务是保障发展、消除贫困人口、促进经济增长、面向未来。

普京指出，俄罗斯的发展需要相应的保障。应该加强保护人民的权利与自由，进一步完善立法和加强立法自由度，不以牺牲公民安全和国家利益为代价，在平等互信的基础上发展与西方和东方国家的关系。当前俄罗斯经济已摆脱衰退，走上了稳定发展道路，未来促进经济增长、提高劳动生产率的同时应把提高人民收入水平作为目标。为推动经济更快发展，应从根本上更新基础设施、推动民族企业进入国际市场，促进数字、工业技术、生物工程、机器人等领域发展，以保证在未来世界发展中占据一席之地。

俄国家杜马（议会下院）主席沃洛金认为，普京在发言中提出了未来国家发展目标、面临的任务以及个人见解，可以被视为是其参加明年总统选举的竞选纲领。

俄总统选举将于2018年3月18日举行，普京日前宣布将以独立候选人身份参选。

Volodin, chairman of the Russian State Duma (lower house of parliament), said Putin put forward his future national development goals, tasks and personal opinions in his speech, which can be regarded as his campaign plan to participate in next year's presidential election.

Russian presidential election will be held on March 18, 2018, the day before Putin announced as an independent candidate.
