　　２０１７年，“一带一路”迎来高光之年，成为国际重要热词。“一带一路”建设进入新阶段：合作硕果累累，顶层设计和规划持续细化，理念不断升华，朋友圈持续扩大。

　　中国理念　世界共享

　　站在“砥砺奋进的五年”大型成就展会场，捷克和摩拉维亚共产党主席沃伊捷赫·菲利普强烈地感受到，一定要抓住中国发展带来的机遇，特别是“一带一路”，因为这“将给沿线数十亿人口提供发展机遇”。

　　１２月初，来自１２０多个国家近３００个政党和政治组织的领导人聚首北京，参加中国共产党与世界政党高层对话会，菲利普就是其中一员。在这场盛会上，中共中央总书记、国家主席习近平告诉世界：“我提出‘一带一路’倡议，就是要实践人类命运共同体理念。４年来，共建‘一带一路’已成为有关各国实现共同发展的巨大合作平台。”

　　“一带一路”由中国提出，但为世界所共享。４年来，“一带一路”不仅成为重要国际合作平台和最受欢迎的国际公共产品，也开辟了一条通向人类命运共同体的伟大实践之路。“一带一路”、人类命运共同体等中国理念，也因此被写入联合国决议。

　　今年５月，在北京举行的“一带一路”国际合作高峰论坛成为“一带一路”建设进入新阶段的标志性事件。习近平主席在会上提出，要把“一带一路”建成和平之路、繁荣之路、开放之路、创新之路、文明之路。来自１４０多个国家和８０多个国际组织的１６００多名与会代表翕然响应，蔚为大观。

　　１２月１９日，亚洲基础设施投资银行在北京宣布，亚投行理事会新批准库克群岛、瓦努阿图、白俄罗斯和厄瓜多尔４个意向成员加入。不到两年，亚投行成员总数从５７个扩围至８４个，成员从亚洲扩大到全球。

　　国家发展改革委西部司巡视员欧晓理告诉记者，在“一带一路”建设的新阶段里，基本框架更加清晰、工作方式更加明确、合作共识更加广泛、建设成果更加丰富、“朋友圈”不断扩员。

　　精雕细琢　世界筑梦

　　海陆统筹，比翼齐飞。２０１７年，“一带一路”海洋方向出现了三条“蓝色经济通道”：第一条经南海向印度洋、非洲、地中海方向延伸；第二条经南海向南太平洋、大洋洲方向延伸；第三条则穿过北冰洋，与欧洲相连。

　　穿越北冰洋的“蓝色经济通道”，又被称作“冰上丝绸之路”，是２０１７年中俄“一带一路”建设的新亮点。今年７月，习近平主席访问俄罗斯期间，中俄领导人就积极探讨北极航道合作，共同打造“冰上丝绸之路”达成一致。

　　俄罗斯联邦财政金融大学教授弗拉基米尔·列梅加认为，如果２０２０年前“冰上丝绸之路”北方航道全面启用，每年将为全球商贸航运节省５００亿至１２００亿美元。“冰上丝绸之路”的广阔前景将吸引更多欧亚国家加入其中。

　　硕果累累　魅力倍增

　　冬季北极，茫茫北冰洋上，体型硕大的蓝色破冰运输船静静停靠在码头，一条管道源源不断地将液化天然气输送进船舱。

　　１２月８日，中俄亚马尔液化天然气项目首条生产线正式投产，并在俄罗斯亚马尔－涅涅茨自治区萨别塔港举行首批液化天然气出产装船庆祝仪式。

　　亚马尔项目是“一带一路”建设海外特大型项目，３条生产线投产后，将每年向中国输送４００万吨液化天然气。

　　２０１７年，以中老铁路、亚马尔项目为代表，“一带一路”建设气势如虹。

　　在印度洋畔，中巴经济走廊上的瓜达尔港已全面启动港口设施和配套自由贸易区建设；７月３日，中巴经济走廊重大能源项目萨希瓦尔燃煤电站全面建成投产。在斯里兰卡，斯政府１２月９日在科伦坡举行仪式，正式启动中斯汉班托塔港合作项目。在泰国，中泰铁路项目１２月２１日开工。

　　在非洲，由中国企业承建的蒙内铁路５月３１日正式通车，非洲大陆铁路电气化梦想成真。１２月１６日，中企承建的内罗毕集装箱内陆港正式移交并启动运营，推动“一带一路”探入非洲腹地。

　　在欧洲，１１月２８日，“一带一路”倡议下的跨境基础设施项目匈塞铁路项目举行塞尔维亚贝尔格莱德至旧帕佐瓦段开工仪式。在法国、比利时、希腊等地举行的“一带一路”国际研讨会和论坛吸引欧洲各国政要和专家学者。

　　“一带一路”的累累硕果，对美日等昔日“旁观者”产生极大吸引力。日本首相安倍晋三出席东亚合作系列会议期间表示，期待“一带一路”能为世界和平与繁荣作出贡献，希望从这一观点出发同中方合作。随后的１１月，日本三大经济团体组织２５０多名商界要人联袂访华，探讨中日如何在“一带一路”框架内深化合作。美国则派出高级代表团参加“一带一路”国际合作高峰论坛。

　　经过４年多的持续推进，“一带一路”建设进入全新阶段，横向蔓伸至沿线各国，串联发展焦点，纵向贯穿社会各层面，深入百姓衣食住行，承载着构建人类命运共同体的伟大梦想，不断生发，为世界打开更广阔的筑梦空间，推动中国与世界携手迈向更加美好的未来！
