此次创作工程以习近平新时代中国特色社会主义思想为指导，围绕“举旗帜、聚民心、育新人、兴文化、展形象”的使命任务，坚持“二为”方向、“双百”方针，坚持创造性转化、创新性发展，坚持以人民为中心的创作导向。希望通过积极引导广大文艺工作者深入生活、扎根人民，培养一批把握时代脉搏、聆听时代声音、抒写伟大时代的德艺双馨的名家大师。在坚持稳中求进、守正创新，坚守中华文化立场、提升文艺原创力的基础上，把提高质量作为文艺作品的生命线，推出更多谱写时代华章的优秀舞台艺术精品，实现由“高原”向“高峰”的迈进。

“创作工程围绕庆祝中国共产党成立100周年、全面建成小康社会和实现中华民族伟大复兴中国梦等主题，重点遴选、扶持、创作、展示、推广一批高质量舞台艺术精品，特别是重大革命、重大历史、重大现实题材作品。工程既是校验‘十三五’艺术创作规划完成情况，助力‘十四五’艺术创作规划的制定，也是进一步落实《中国当代文学艺术创作工程规划（2017-2021）》目标任务的重要举措。”文化和旅游部艺术司相关负责人介绍。

此次创作工程共分为“百年百部”创作计划、“百年百部”传统精品复排计划、“百年百项”小型作品创作计划3项实施内容。经过文化和旅游部组织相关专家，对申报剧目进行认真、严格遴选，最终确定了3项实施内容的名单。

其中，赣南艺术创作研究所的赣南采茶戏《一个人的长征》、北京市河北梆子剧团有限责任公司的河北梆子《人民英雄纪念碑》、中国国家话剧院的话剧《三湾，那一夜》、湖南省演艺集团的歌舞剧《大地颂歌》、中国儿童艺术剧院的儿童剧《火光中的繁星》、中国交响乐团的交响乐《南湖颂》等作品入选“百年百部”创作计划。入选作品中不少为“国家舞台艺术精品创作扶持工程”“中国民族歌剧传承发展工程”“时代交响——中国交响音乐作品创作扶持计划”等相关项目入选剧目。

吉林省松原市满族新城戏传承保护中心的满族新城戏《小英雄那雨芽儿》、重庆杂技艺术团有限责任公司的杂技《女子集体车技》、国家大剧院选送的歌曲《天使告诉我》、黑龙江省大庆文化体育旅游集团大庆演艺有限责任公司的小品《不容易》、西藏拉萨市歌舞团（曲艺团）的舞蹈《弘》等小型新创戏剧、音乐、舞蹈、曲艺、木偶、皮影、杂技等作品，入选了“百年百项”小型作品创作计划。

据记者观察，此次创作工程的入选剧目涵盖了戏曲、话剧、歌剧、舞剧、音乐会等多种舞台艺术形式，其中不乏舞蹈诗画、跨界舞台剧、民族乐剧、微歌剧等近年来文艺工作者在艺术样式上进行“创造性转化、创新性发展”的成功实践。入选作品几乎全部为改革开放以来特别是党的十八大以来创作的优秀文艺作品，此次工程也成为一次“百年”艺术精品巡礼。

值得一提的是，此次创作工程入选单位涵盖了全国31个省区市，其中既有国家艺术院团，也有基层文艺院团、艺术院校及民营院团，更有国家大剧院这类兼顾运营与创作的剧院组织，体现了现阶段我国艺术创作机构主体的多样性与丰富性。

细化要求 助力打磨提升

《“百年百部”创作计划名录》《“百年百部”传统精品复排计划名录》《“百年百项”小型作品创作计划名录》发布后，文化和旅游部艺术司建立了专家指导委员会，并协调各省级文化和旅游行政部门建立了“专家指导组”，对进入名录的作品进行跟踪指导。明确要求，对进入名录的作品，各省级文化和旅游行政部门、国家艺术院团建立由主管领导挂帅的工作专班，依靠专家力量，组织创作单位和创作人员倒排工期，在要求时间前通过专家验收。

对于入选作品的创作、打磨和提升，艺术司也提出了细化的明确要求：尊重艺术规律，调动艺术工作者的创作积极性，加强引导和保障，坚持“集思广益”，鼓励“创新出彩”；重点落实“思想精深、艺术精湛、制作精良”的总要求，确保作品高质量，坚持求真务实，成熟一个推出一个；要扎实开展深入生活、扎根人民工作，全力确保剧本质量；要坚持在一度和二度创作各环节反复磨炼作品，在演出中接受检验，听取意见，不断修改提高；要加大对艺术本体的投入力度，坚决杜绝脱离本体的大制作；要用好政府采购等资源，为优秀作品传播提供支持。

据介绍，由文化和旅游部艺术司统筹并指导、协调各地针对通过验收的作品，将于2021年3月至10月在全国进行集中展演展示，同时对在创作过程中表现突出、创作成果显著的院团进行表彰。这些作品能否站上“高峰”，届时还需要观众和市场的检阅。（刘淼）
