近日，经国务院同意，国家发展改革委发布通知，印发《国家生态文明试验区改革举措和经验做法推广清单》，要求各地区学习借鉴福建、江西、贵州、海南四省在推进国家生态文明试验区改革探索中形成的改革举措和经验做法。其中，文化和旅游部参与指导的3项改革举措和经验做法入列。

Recently, with the approval of the State Council, the national development and Reform Commission issued a notice, printing and distributing the list of reform measures and experience and practice promotion of national ecological civilization experimental area, requiring all regions to learn from the reform measures and experience practices formed in promoting the reform and exploration of national ecological civilization experimental Zone in Fujian, Jiangxi, Guizhou and Hainan provinces. Among them, three reform initiatives and experiences guided by the Ministry of culture and tourism are listed.

清单内容包括14个方面、90项可复制可推广的改革举措和经验做法。文化和旅游部参与指导改革举措和经验做法具体为，贵州省“生态产业发展机制”“资源枯竭型城市绿色转型”、江西省“全域旅游‘婺源模式’”。

The list includes 14 aspects and 90 replicable and promotable reform initiatives and experiences. The Ministry of culture and tourism has participated in guiding the reform measures and experiences, specifically, the "ecological industry development mechanism" of Guizhou Province, the "green transformation of resource exhausted cities", and "Wuyuan mode" of Jiangxi Province.

贵州省“生态产业发展机制”相关经验中，赤水市大力发展生态产业，依托丹霞地貌、瀑布、森林、河流、特色文化等独特优势，大力发展康养旅游，打造观光、休闲、避暑等旅游精品。贵州省“资源枯竭型城市绿色转型”相关经验中，铜仁市万山区通过“政府引导、市场配置、社会参与、保护开发”方式，以丹砂文化为核心，建立遗址和文物修缮性开发利用机制，打造国家矿山公园和朱砂古镇，让老矿区变身新景区。江西省“全域旅游‘婺源模式’”相关经验中，婺源县以旅游为主线，把生态优势和自然美景转化为绿色发展动能，实行全域规划、全域统筹，发展“生态+旅游+民宿”“生态+旅游+养生”，为大众提供更多旅游产品；大力培育多元化的市场主体，推进全民兴旅、万众创业。组建旅游市场联合执法调度中心，建立旅游经营户征信系统，落实旅游诚信预赔等制度。

In the relevant experience of "Wuyuan mode" of "whole area tourism" in Jiangxi Province, Wuyuan County takes tourism as the main line, transforms ecological advantages and natural beauty into green development momentum, implements overall planning and overall planning, develops "ecology + tourism + homestay", "ecology + tourism + health preservation", and provides more tourism products for the public; it vigorously cultivates diversified market subjects and promotes the development of tourism for all people People start businesses. We should set up a joint law enforcement and dispatching center for the tourism market, establish a credit reporting system for tourism operators, and implement the travel credit pre compensation system.

清单的发布，标志着国家生态文明试验区已取得阶段性成果，将极大促进各地区进一步深化生态文明体制改革，对“十四五”时期加快推进生态文明建设具有重要意义。（王菀）
