罗建辉出生于癸卯年，广东兴宁大坪，家居广州等城市。擅长国家元首画像，多次在国际新闻电视节目中，表演画国家元首画像与元首同一节目全球亮相播出。是国家元首画像、国礼画家、非物质文化遗产传承人。经国务院新闻办公室，中国艺术家新名片组委会、中国文联、文旅部、CCTV等推荐书画家，一带一路丝路文化书画家、将军部长书画院研究员。世界文联会员、全球艺术家联盟会员。先后担任牛津艺术学院博士生导师、新文艺群体书画家委员会、国际名人百科外联部主任、国瓷大师，金奖艺术家，十年磨一剑，酒香不怕巷子深。中国收藏家协会，将军名人名作收藏家委员会和众多新闻媒体电视台争先收藏作品。2012年开始接受前来：路透社新闻、日本共同社电视台、德国电视一台、英国电视台拍摄画国家元首画像新闻纪录片。广东电视台拍摄“色彩斑斓的艺术世界一一罗建辉”名家纪录片报道。参与编辑发表《中华诗书画纂（合页）》联合国195国中英文版发行。
