继续教育当以质量为导向
据媒体近日报道,明年起,没有举办全日制专科层次教育的普通本科高校不再举办专科层次的学历继续教育,高中或中专以下学历的上班族最受影响,因为很多人有报读名校专科的需求。
这一消息,被一些人误读为高校从明年起将不再举办学历继续教育。其实不然。去年年底,教育部发布《高等学历继续教育专业设置管理办法》明确,从2018年起,普通高等学校将不再举办本校全日制教育专业范围外的学历继续教育,新入学的学生全部按照新目录内专业进行招生。显然,这只是对高校学历继续教育举办专业进行规范与梳理,意味着高校举办的学历继续教育专业不能超出全日制教育所举办的专业范畴。
在很长一个时期里,普通高等学校举办学历继续教育,满足了受教育者接受高等教育的需要,也给受教育者选择接受高等教育提供了多元途径。但是,普通高校举办学历继续教育也存在诸多问题。首先,随着高考升学率不断提高,部分普通高校在统一高考中已经无法招满学生,接受学历继续教育的需求也大幅减少,一些举办学历继续教育的机构面临严重的生源危机。其次,为了抢生源,近年来,一些名校的学历继续教育项目混淆学历性质,进行欺骗性招生,严重败坏高校形象。再次,普通高校的学历继续教育被质疑为学校贩卖文凭、从中牟利,而一些受教育者选择读学历继续教育,只是看重名校的学历身份,而不是提高自己的能力。
随着高等教育发展,我国普通高校的继续教育从以学历教育为主转向以非学历教育为主,是大势所趋。高校进行非学历继续教育,是高校向社会辐射教育资源,提高受教育者终身就业能力的途径。由于非学历教育没有学历的“卖点”,无论是受教育者,还是高校非学历继续教育培训项目,都会关注培训质量而非学历文凭。而且,随着非学历继续教育培训得到社会认可,社会也会淡化学历情结,那些以前到名校学习专科继续教育者,可选择到大学接受非学历继续教育培训,如果因为没有学历,就不去接受培训,那接受教育的出发点就有问题。这也正是我国继续教育、终身教育的根本问题,还是围着学历教育转,满足社会的学历需求。
近年来,部分高校已经推进继续教育转型,很多学校完全取消或大幅压缩了学历继续教育,而非学历教育培训得到大发展。要妥善解决转型问题,一方面,需要高校摆脱学历导向,以教育培训质量吸引学生,坚决遏制拿学校资源谋取非法利益。另一方面,接受继续教育者须转变学历思维,从追求学历获取向追求能力提升转变。现在有不少大学生毕业后“回炉”技校,专门学习一门技术特长,这意味着社会环境已发生变化,提高自身就业竞争力才是第一位的。

The non educational continuing education in Colleges and universities is the way for universities to radiate education resources to the society and improve the lifelong employability of the educated. Due to the "selling point" of non academic education and no educational background, both the educated and the non academic continuing education training program will focus on the quality of training rather than the diploma.
