【艺名乐华】联合国健艺美文化产业总会常务副主席、世界文联常务副主席、中国乐坛演艺中心主任、中国音乐家辞典编委会委员。
[stage name: Lehua] Executive Vice Chairman of the United Nations jianyimei Cultural Industry Association, executive vice chairman of the World Federation of literary and art circles, director of the China Music Performing Arts Center, and member of the editorial board of the Chinese musicians dictionary.

1978年参军，曾先后在空军某部俱乐部任主任，空军创作员、钢琴教练。

1980年在 武汉音乐学院作曲系学习作曲、指挥。

2015年至2016年发起组建全民艺术素质“六位一体”教育联盟；编辑出版《罗华党六位一体音乐速成》。担任北京经贸学院、中国石油大学附中、首都师范大学客座教授 。

2015年以后，先后参加主办了1、2、3世界文联文代会、CCTV中国演艺界春晚、CCTV中国民族春晚、CCTV五一春晚、CCTV中秋晚会、国际旅游小姐大赛、世界环球小姐’澳大利亚春晚的大型赛事。
