湖南省构建网络评估与现场评估相结合的督导新模式

人民网北京2月6日电 （赵英梓 实习生 蔡春容） 今日，教育部召开新闻发布会，介绍中小学校责任督学挂牌督导制度建立五年来的进展情况。在2010年，湖南省就率先探索建立中小学校督学责任区挂牌督导制度。通过几年的努力，湖南省14个市州、122个县市区建立了780个督学责任区，有专兼职督学5429人，每年安排专项工作经费4134万元。

据悉，目前，已有35个县市区被认定为湖南省省级中小学校责任督学挂牌督导创新县（市区），长沙市天心区、醴陵市、新田县、泸溪县成功创建第一批全国中小学校责任督学挂牌督导创新县（市区）。

湖南省长沙市天心区人民政府教育督导室主任申四军表示，几年来湖南省的创新督导工作为规范督学责任区工作方面也做出了努力。2010年，湖南省制订了《湖南省督学责任区学校督导评价指南》，重点解决责任区督学“督什么”、“怎么督”和“怎么用”的问题。一方面明确学校督导的基本任务。另一方面规范学校督导的基本流程。

据了解，湖南省针对教育热点问题或者行政中心工作执行过程中的突出问题开展专项督导，形成专项督导报告，就某方面的工作加大监管力度；通过聚焦问题、集中整改，及时解决问题。

从2013年开始，湖南省教育督导尝试运用现代信息技术，为全省140所省示范性普通高中建立了督导评估网络空间，构建了“网络评估”与“现场评估”相结合的学校督导新模式。未来湖南省将把教育事业统计、中小学学生学籍、教师管理等数据与省级教育督导网络平台对接，为责任区督学开展教育督导工作提供大数据支撑，深入推进学校督导从“行政化经验型督导”向“专业化技术型督导”转型升级，打造湖南教育督导的升级版，积极服务教育强省和教育现代化建设。
