厚遇人才方能群贤毕至

　近日，“世界瓷都”江西省景德镇市为加大招才引智力度，成立了景德镇市招才引智局、景德镇市“景漂”“景归”人才服务局，两个单位的局长由市委常委、组织部部长兼任。这两个新机构专司为景德镇招才引智，将在人才认定、政策享受方面把好关、立规矩、定原则。

　　注重人才，已是共识。如何真正引进人、用好人、留住人，是一门学问，参透并不容易。在各地悄然展开“人才拉锯战”的大背景下，景德镇此举引发广泛关注。

　　“功以才成，业由才广”，当今时代，人才是第一资源。党的十八大以来，习近平总书记多次强调人才的重要性，他指出，要树立强烈的人才意识，寻觅人才求贤若渴，发现人才如获至宝，举荐人才不拘一格，使用人才各尽其能。景德镇享有“世界瓷都”美誉，近年来有不少企业家、学者、艺术家在景德镇从事与陶瓷有关的工作，而上述两个机构的设立，就是专门为了吸引人才、服务人才、留住人才，用厚遇人才的切实举措，吸引高素质专业人才聚集，为经济社会发展注入内生动力和创新活力。

　　厚遇人才首先要拿出诚意。一个地方揽才有没有诚意，人才本人最清楚。各级党委政府只有以最真诚的态度打动人才，以最广阔的胸怀广纳英才，以最主动的姿态欢迎人才，和他们交朋友，才能打动人才、招徕人才、留下人才。要以人才为本，多为人才着想、多解人才之难、多办人才之需，让各类人才安心工作、潜心科研、放心创业。了解他们的所思所想，让他们充分感受到关心与重视，才能赢得他们的心。

　　厚遇人才关键要注重方法。“栽下梧桐树，引得凤凰来。”感情留人、事业留人、待遇留人，不应成为一句口号、一句空话。要强化问题意识，以人才的期盼为工作方向，以人才的满意为工作目标，找准留住人才的办法和举措。地方政府招才引智，必须将各项举措落深落细落实，在人才管理、待遇落实、职称评定、安家落户等各方面建章立制，让各项待遇能够有机制保障。

　　厚遇人才必须要建立机制。“十年树木、百年树人”，健全的机制是招才引智的重要保障。要严格落实中共中央印发的《关于深化人才发展体制机制改革的意见》，制定、实施好各项优惠政策，建立引才“磁场”，打造聚才“高地”。地方政府应该在摸清人才需求和培养方向的基础上，构建人才引进培养、评价发现、选拔使用、流动配置、激励保障等方面的机制体制，营造尊重人才、尊重知识、尊重创新的良好氛围。

　　“为政之道，首在得人”。实践证明，抓人才就是抓发展，强人才就是强实力，坐拥人才优势就是增添创新优势、产业优势、发展优势。各地要想将人才长久地留住，并且落地开花，必须制定符合本地实际的人才政策，真正做到尊重劳动、尊重知识、尊重人才、尊重创造，让各类人才工作舒心、生活安心、各得其所、各展所长。只有这样，才能真正为地方经济的发展插上腾飞的翅膀。
