新赛季足球联赛一个月后开赛 中国足协拟对赛场出格行为加重处罚力度

距离新赛季联赛开赛还有一个月的时候，中国足协也快马加鞭为联赛落实各项准备工作。对中国足协而言，维护赛风赛纪，创造良好的竞争秩序、环境依然是2018赛季有关职业联赛管理工作的重中之重。上周五，中国足协在协会秘书长张剑主持下举行了一次有关“《中国足协纪律准则》罚则内容修改”的专题会议，“从严从重”打击赛场内外的违纪行为将是此次“修订”工作的主旋律。

处罚教育互相结合

去年，中国足协总计开具了273张罚单，罚金累计高达450万元，而涉及中超联赛的罚单相对较多，其涉及的罚金也为最多的234万元。恒大、上港、权健在罚金榜上位列前3位，这些竞技层面的标兵却在纪律问题上成为负面典型。而从去年国内职业联赛赛场反映的情况看，类似场内恶意犯规、针对裁判员的不理智行为及场内外暴力违纪的性质依然恶劣，除了秦升、奥斯卡、张稀哲被分别停赛半年、8场、12场外，就连前上港主帅博阿斯也被累计停赛12场。对国内足球界来说，这些技艺与名气都非常突出的球员、教练员原本应该成为联赛的标杆、楷模，但最终因为自身缺乏自律酿下大错。尽管相关处罚结果因尺度原因在社会上引起了争议，但中国足协出于维护联赛利益与形象的考虑，还是一面对违纪者加以教育，一面配以重罚。

中国足协上周五下午举行了一次有关修改《中国足协纪律准则》罚则的专题会议。开会的主要目的还是希望在联赛行将开幕的时候，能够结合实际，对规则中不恰当的、容易引发质疑与争议的内容作进一步修改和细化。

处罚力度有增无减

鉴于上赛季职业联赛违纪情况明显抬头，中国足协高层已提议将在本赛季加大违纪行为的处罚力度，这个提议得到了包括中超公司董事长马成全在内相关人员的力挺。而实际上这样一个趋向与去年体育总局严厉打击球场暴力的精神相吻合。至于为何加大处罚力度，知情人的解读是，“在处罚力度已经达到相当程度的情况下，违纪依然屡禁不止，因此在加大业内各方教育的同时，可能有必要进一步从严落实联赛赛场秩序和环境整治。”

在会上，支持加重处罚的足协人士也指出，中国职业联赛较国外先进联赛还有差距，足球从业者的职业操守、素质也不能相提并论，中国球员的确出现过多次过分出格的违纪行为，因此在他们自律意识不足的情况下，严厉打击违纪行为就显得非常有必要。

尽管大家各抒己见，但协会目前还是比较倾向于新赛季加大违纪处罚力度。据悉，考虑到预备队联赛与中超联赛频繁出现出场人员相互交替的情况，而包括一些知名外援、本土球员也都可能亮相预备队联赛，因此对于预备队联赛的违纪行为，中国足协也有可能加大处罚力度。举例来说，如果某一名球员在预备队联赛违纪而被追罚停赛2场，那么他还有可能同时在中超正赛中停赛2场。此外，中国足协对于不同违纪行为的追罚“量刑”也趋向于加重。

处罚尺度力求统一

在上周的会上，中国足协也达成共识，那就是从严整治联赛违纪的同时，也需要确保处罚的公正、公平，尺度的统一。去年外界对于秦升停赛半年、张稀哲停赛12轮等重罚就提出异议，认为中国足协在类似处罚量刑方面尺度不够细致、严谨。而此次修订恰恰也完善了相关规则的设定。据悉，中国足协已经确定，中国足协纪律委员会今年在违纪事件处理上，将主要负责具体的量刑力度，但如何执行处罚，则根据违纪者违纪行为的时间、赛事种别，交由相关业务部门确定。知情人解读称，“比如青少年比赛和职业联赛的赛制、周期不同，一名青少年队员被停赛半年，但恰好这半年没有比赛，那么处罚就毫无意义，所以处罚执行上需要具体问题具体分析。”

根据与会代表倡议，中国足协今年将对涉及违纪处罚的执行方法作调整。比如自然停赛者，原则上其违纪处罚执行仍在同一类赛事中，且这类停赛者的处罚原则上不跨年。

中国足协接下来还将综合会议产生的意见，对罚则作最后的修改，并于联赛开赛前正式对外公布。从足协相关举动来看，任何联赛违纪行为都将受到空前制裁，而一旦处罚结果出台后，指望通过“亡羊补牢”方式争取“缓刑”的可能性几乎为零。
