英国首相特雷莎·梅于1月31日至2月2日对中国进行正式访问并举行新一轮中英总理年度会晤。中国国家主席习近平在会见特雷莎·梅时强调,中英双方应顺应时代潮流,结合两国各自发展阶段和合作需求,赋予中英关系新的时代内涵,共同打造“黄金时代”增强版。在英国的专家学者对此予以高度评价,对两国关系未来发展充满信心。
剑桥大学政治与国际关系学院资深研究员马丁·雅克说,在英国面临“脱欧”这个巨大挑战的时刻,特雷莎·梅对此次访华非常重视,因为与中国加深合作关系,尤其是经贸领域合作,是推动实现“全球化英国”非常重要而不可或缺的一步。
雅克说,中国领导人提出要提升中英关系“黄金时代”战略性、增强中英关系“黄金时代”务实性、拓展中英关系“黄金时代”全球性、促进中英关系“黄金时代”包容性,这是“非常好的想法,展示了中国将继续对英国保持开放、合作的态度,也有助于巩固英中两国关系近年取得的成就”。
雅克特别赞赏两国应深化在联合国、世界贸易组织等多边机构内交流合作的建议。他认为,英中两国未来在多边机构内可以联合提出更多倡议,这是两国关系继续深化后“自然而然会迈出的下一步”。
牛津大学国际发展系教授傅晓岚表示,习近平主席关于英中关系的表述赋予了英中关系“黄金时代”增强版的具体阐释,具有战略高度,也兼顾到了实际操作层面,对今后两国关系发展必将起到重要的指引作用。
傅晓岚说,在务实性方面,英中两国的合作只有真正务实,涉及具体领域,才会有很强的生命力;在包容性方面,英中合作的成果让社会各阶层分享,将使两国关系发展更可持续;在全球性方面,两国共同面临气候变化、贸易保护、反恐、减贫、食品安全等全球性挑战,在全球议题方面具有很大的合作空间。
英国48家集团俱乐部副主席基思·贝内特表示,英中两国不仅经济上具有高度互补性,而且可以把各自的优势在第三方市场上相结合,将可能成为真正的全球合作伙伴。
在贝内特看来,英中两国在创新方面在全球占据主导地位,可以共同探索人工智能和大数据等领域。两国在共同应对气候变化、环境技术、清洁能源和可持续发展等生存问题的需求和前景十分广阔。在应对抗菌素耐药和反恐等领域加强合作也有相当大的空间。
白金汉大学安全和情报研究中心主任安东尼·格勒斯表示,此次特雷莎·梅访华与中国达成的经贸合作协议是一个很好的开端,英国应该投入时间精力去了解中国市场,抓住机遇,提高两国的双边贸易水平。
格勒斯认为,进入“黄金时代”增强版后,英中两国在政治、经济、军事、科技等各领域之间的交流会是加强两国互信的重要一步,这样的互信在飞速发展、充满变数的国际社会中非常重要,因为没有信任就不会有真正的合作。
