合肥庐阳：“放心班”给家长吃定心丸

“透过汽车尾气升腾的热气，隐隐约约看见学校传达室门口亮着灯，我心中微微松了口气……透过玻璃门，我看到图书室的‘放心班’里，孩子们有的靠在沙发上凝神看课外书，有的在伏案书写作业，还有小一点的，在挥动彩笔画着大作……”

这是安徽省合肥市庐阳区六安路小学学生家长侯凡，近日从“放心班”接了孩子后，写下的感受。这段文字，说出了庐阳区很多家长的心声。

什么是“放心班”？

“‘放心班’就是要让孩子放学后，在学校有老师照看，或者安排他们参加一系列活动，或者辅导他们完成作业……总之就是要让家长放心孩子，安心工作，这是我们庐阳区委、区政府、教育主管部门以及学校给家长的一份庄严承诺。”庐阳区教育体育局党委书记、局长郑家凯说。

回顾“放心班”的诞生，还得追溯到2016年2月。

当时，庐阳区第2期《社情民意》刊发了一篇《关于完善社区“四点半”课堂的建议》。庐阳区委书记徐静平对此进行了批示：“四点半课堂”是家庭教育、学校教育的有益补充，解决了家长的最大难题。提供这样优质、免费的课堂，我们党委、政府应高度重视并支持。

自此，一场政府主导的爱民惠民工程，迈开了“流星大步”。

2016年8月11日，庐阳区委、区政府下发通知，决定采用“政府埋单，建长远机制；主管部门牵头，探究实施路径”两步走的方略推动公益“放心班”工程的推进。其中，庐阳区政府成立领导小组，在全区范围内统一领导；庐阳教育主管部门牵头，庐阳区直各部门、街道（乡镇）配合；并配套实施庐阳区中小学生“午餐服务”工程；区财政设立专项资金，保障“放心班”工程实施，主要用于“放心班”管理和看护人员的补贴，区教体局每学期对“放心班”数量进行统计，区财政局每半年审核拨付一次专项资金。2017年，区财政投入资金1449万元。

庐阳区教体局通过广泛征求基层学校意见，制定了科学合理具有可操作性的《庐阳区中小学“放心班”实施方案》。

根据区级实施方案的要求，各中小学再结合校情，细化实施方案，根据自身办学条件、课程安排、教师资源、教学活动等实际情况，确定有效的实施方式，制定本校“放心班”实施方案。与一些托管机构“三点半”“四点半”的“看管班”不同的是，庐阳区的免费“放心班”全部安排在职教师负责管理，采用“看管+辅导+活动课程”方式，依托学校少年宫课程，对学生进行免费课程辅导。

中小学“放心班”分为“中午放心班”和“下午放心班”两个时间段，具体时间由各中小学根据学校作息时间和教学活动安排确定。基于学生下午学习状态考虑，“午间放心班”主要形式为自主阅读、自主学习、作业辅导、观看视频、午休；“下午放心班”时间充裕，形式丰富，自主阅读、自主学习、分层辅导、社团活动、少年宫课程、艺体活动等，为学生提供了多样化选择，既保障了学生在校的集中看护，又充实了学生的课余生活。

“放心班”到底什么样？到庐阳区各学校去看一看就会找到答案。

合肥市淮河路第三小学将“放心班”与学校各活动室、学生社团等校本课程活动相结合，组织“放心班”学生去图书馆看书，去操场锻炼身体，去计算机室文明上网。

由于学校师资力量有限，合肥市南门小学“放心班”安排专职、兼职师资人员负责。本校教师+外聘专职教师+义工家长+社会热心公益人士四股力量的结合，有效地解决了学校资源有限、人员不足的难题。

与此同时，各校建立严格的安全制度，如点名制度、请假制度、安全报告制度、出入校人员登记制度、安全应急预案等，做到管理规范，服务到位。

一项项精细化的管理制度，确保“放心班”真正让家长放心。

目前，庐阳区中小学“放心班”已全面覆盖，已为11102名学生开设了294个“午间放心班”，为19822名学生开设了561个“下午放心班”，学生覆盖率达56.7%。
