陈泽兰：播撒种子夯实基础 谱写智力运动范本

全面推进公共服务改革、成功举办第三届全国智力运动会的基础上，中国棋牌事业又迎来了一个更加不平凡的2016年。春节过后，2016年国际智力运动联盟智力运动精英赛将立即在江苏淮安揭开帷幕。国家体育总局棋牌中心副主任陈泽兰在接受本报记者专访时表示，在新的一年中，总局棋牌中心将继续推进四个体系一个平台的全面公共服务改革，通过青少年棋牌推广工程广泛播撒希望的种子，夯实棋牌项目发展基础。“希望通过我们的探索和努力，可以为国际智力运动联盟做个样本。”

　　提高赛事性价比 关注发展新趋势

　　此前由世界体育总会主导的世界智力精英运动会曾经连续在北京举办了四届。即将在江苏淮安举行的世界智力运动精英赛则是由国际智力运动联盟主办，国家体育总局棋牌中心、江苏省体育局和淮安市人民政府共同承办的高水平智力运动赛事。“主要设项没有太大变化，仍然包括围棋、象棋、国际象棋、桥牌和国际跳棋等5大单项，另外江苏体育局很想把极具江苏地方特色的一个牌类项目推向全国，介绍给世界，于是我们将掼蛋设为表演项目。”陈泽兰说，“与世界智力精英运动会不同的是，这次比赛我们特别强调话语权问题，从人员邀请到具体的组织安排，坚持以我为主，并对一些不太适合中国的规定进行了改革。”同时为了坚持节俭办赛，在裁判的选用上坚持以国内裁判为主，从而大大削减了相关人员的差旅费用。据悉，世界智力运动精英赛的办赛成本，差不多仅是世界智力精英运动会的三分之一。

　　陈泽兰说，中国举办世界智力运动精英赛的主要目的，是希望借助于明星云集的高水平赛事，尽可能地扩大智力运动的影响力，让更多的青少年可以通过智力运动启智怡情，陶冶情操，更快地推动我国智力运动的发展。除此之外，通过举办赛事也可以增加我国在国际智力运动联盟的话语权，由于当今世界智力运动发展迅速，并不断呈现出新的发展趋势，通过增加话语权，在一些新兴智力项目的发展和竞争中，中国可以更主动地布局规划。

　　据悉在今年的世界智力运动精英赛期间，国际智力运动联盟将就一些影响力越来越大的智力运动项目进行研究，并作出规划性的举措和决策。“我们希望尽可能地提高这个赛事的性价比，通过办赛宣传淮安、推动江苏乃至全国智力运动的发展，同时我们也会密切关注世界智力运动发展的最新趋势。”

　　专业趣味化 草根规范化

　　在国际智力运动联盟大家庭，中国无疑扮演者举足轻重的角色。除了举办高水平赛事可以增加中国的话语权，另一个更加有效的方式就是通过我们的探索和努力，为国际智力运动联盟做一个成功的范本。

　　目前在我国，传统的五棋一牌已经在整体上达到了非常高的竞技水平，但是高水平的专业竞技赛事也提高了普通爱好者的参与门槛，拉大了与普通爱好者的距离。“我们将有针对性地组织更多接地气的活动，比如现在的棋王赛，包括各种组别，普通老百姓可以参与。一是要把原来专业化的东西平民化、趣味化、娱乐化，二是要把原来草根化的东西竞技化、规范化，纳入到我们的管理范畴中来。今年我们重点推进扑克二打一，通过人机对抗、改良规则，彻底摒除作弊，让赛事更加公平公正。”陈泽兰说，“我们现在做的这些事情，也是为了给国际智力运动联盟做个样本。通过我们前期的探索和尝试，把我们的一些经验展示给国际智力运动联盟。”

　　播撒希望种子 夯实发展基础

　　基于权威的大数据分析，陈泽兰指出，虽然在我国的数亿网民中约有6成是棋牌爱好者，但是其中的围棋和象棋爱好者还不到10%。“我们必须清醒地看到传统五棋一牌的现状，现在围棋的关注度不低，但是真正下围棋的人是很少的，这就需要我们必须去反思，现在是快餐时代，二打一几分钟就学会了，而围棋一天也学不会。”陈泽兰说，我们还要利用好学校这个阵地，因为棋牌可以进入素质教育，启迪智力，陶冶情操。同时我们还会将各种课件放到网上，免费让大家去学，学够了课程可以去参加等级考试。”

　　“现在各个协会正在进行改革，较低级别的等级证书以后将全是通过考试获得，比如我们的特色学校、加入推广工程的学校都可以组织考级，爱好者进入到学校的电教室，有人监督。通过这些措施，帮助孩子们从小养成学棋的习惯，他们也就成了棋牌运动的种子。”陈泽兰说，以后在适当的时候，他们有了基础，有时间了，可以再去学习，同时也给很多的培训机构培育和储备了大批人才。

　　“今年我们会重点推进免费的网上教学，推进网上考试，以这样的方式撒很多种子，主要是为了夯实基础，相信在几年之后就会卓有成效。”陈泽兰说，有了免费课件之后，孩子们可以通过看免费课件在家学习，学校也可以在电教室里组织大家学习、组织考试，等级证书在学校里就能发放。同时还可以组织特色学校之间的比赛、校际比赛、针对“菜鸟”级别的选手的比赛等等，而且这都可以在网上进行。“在不增加费用的情况下，增加爱好者的粘性，减少流失。”
