不过,那些已经决定了为了增加招生人数安排好了校舍、或者已经广泛宣传了设立新大学的例子不受新标准的限制。此外,为了解决医师人才短缺,那些决定临时增加医学部招生人数的学校也不受新标准的限制。

日本文部科学省原本打算修改既有的大学设置基准,但鉴于内容过于繁杂,所以选择了设置新基准的办法。
不过,面对新基准,并非都是赞成声音。日本私立大学联盟则发表声明称,此举是对学术自由和受教育权利的极大制约。东京知事小池百合子也向文部科学省大臣林芳正提出,希望撤回抑制大学扩招的政策。
