3月12日，文化和旅游部学习贯彻2021年全国两会精神会议在京召开。会议强调，要深入学习贯彻习近平总书记重要讲话精神和全国两会精神，落实大会关于文化建设和旅游发展决策部署，推动文化和旅游工作取得新成效。文化和旅游部党组书记、部长胡和平主持会议并讲话，部党组成员李群、刘玉珠、迟耀云、张旭、王旭东、杜江、王晓峰出席会议。

On March 12, the Ministry of culture and tourism held a meeting in Beijing to study and implement the spirit of the 2021 NPC and CPPCC. The meeting stressed that we should thoroughly study and implement the spirit of the speech of general secretary Xi Jinping and the spirit of the NPC and CPPCC, and implement the General Assembly's decision and arrangements for cultural development and tourism development, and promote new achievements in cultural and tourism work. Hu Heping, Secretary of the Party group and Minister of the Ministry of culture and tourism, presided over the meeting and delivered a speech. Li Qun, Liu Yuzhu, Chi Yaoyun, Zhang Xu, Wang Xudong, Du Jiang and Wang Xiaofeng, members of the Party group of the Ministry of culture and tourism, attended the meeting.

胡和平指出，今年全国两会是在“两个一百年”奋斗目标的历史交汇点、开启全面建设社会主义现代化国家新征程起步阶段召开的一次重要会议。大会高度评价党和国家事业取得的新的重大成就，表达了人民对习近平总书记和以习近平同志为核心的党中央的衷心拥戴，充分体现了做到“两个维护”的政治自觉、推动高质量发展的主题主线、坚持以人民为中心的发展思想、推进全面依法治国的鲜明态度。全国两会主要精神，集中体现在习近平总书记重要讲话、政府工作报告等6个报告、“十四五”规划和2035年远景目标纲要、全国人大组织法和议事规则修正案、关于完善香港特别行政区选举制度的决定之中。

Hu Heping pointed out that this year's NPC and CPPCC is an important meeting held at the historical intersection of the "two centenary" goals and at the beginning of the new journey of building a modern socialist country in an all-round way. The conference highly appraised the new great achievements made by the party and the state, and expressed the people's heartfelt support for general secretary Xi Jinping and the Party Central Committee with Comrade Xi Jinping as the core. It fully embodies the clear attitude of achieving "two maintenance" political consciousness, promoting the theme line of high quality development, adhering to the people centered development thought and advancing the overall rule of law. The main spirit of the NPC and CPPCC is reflected in the 6 reports of general secretary Xi Jinping, the government work report, the 14th Five-Year plan and the 2035 vision target outline, the NPC's Organic Law and the rules of procedure amendment, and the decision to improve the electoral system of the Hongkong Special Administrative Region.

胡和平强调，要把学习贯彻习近平总书记在全国两会上的重要讲话精神作为一项重要政治任务，不断提高政治判断力、政治领悟力、政治执行力，确保总书记重要讲话精神在文化和旅游系统落地见效。要扎实做好全国两会精神学习宣传工作，切实提高政治站位，认真部署安排、掀起学习热潮，并与党史学习教育结合起来，一同部署、一同推进。要全面落实“十四五”规划和2035年远景目标纲要，谋划思路举措，制定实施方案、强化责任分工，确保文化和旅游工作各项任务落实到位。要全面落实政府工作报告部署要求，将文化和旅游工作放到党和国家工作大局中去思考、去谋划、去推动，努力做到在贯彻新发展理念上有新作为、在构建新发展格局上有新气象。要认真完成人大建议和政协提案办理任务，建立办理台账，提高办理质量，注重转化应用，尊重和支持代表委员依法履职尽责。

Hu Heping stressed that it is important to carry out the important speech of general secretary Xi Jinping at the two sessions of the NPC and CPPCC as an important political task, and constantly improve political judgement, political understanding and political execution, so as to ensure that the spirit of the general secretary's important speech is effective in the cultural and tourism system. It is necessary to do a solid job in the study and publicity of the spirit of the NPC and CPPCC, earnestly improve the political position, seriously arrange and set off a study upsurge, and combine it with the study and education of party history, so as to deploy and promote it together. We should fully implement the "fourteenth five year plan" and the outline of long-term goals for 2035, plan ideas and measures, formulate implementation plans, strengthen the division of responsibilities, and ensure that all tasks of culture and tourism work are in place. We should fully implement the deployment requirements of the government work report, put the culture and tourism work into the overall situation of the party and the state to think, plan and promote, and strive to achieve new achievements in implementing the new development concept and new atmosphere in building a new development pattern. We should conscientiously complete the task of handling the NPC's proposals and CPPCC's proposals, establish a standing book for handling them, improve the quality of handling them, pay attention to transformation and application, and respect and support the deputies to perform their duties according to law.
